{"id":102401,"date":"2026-08-17T08:24:18","date_gmt":"2026-08-17T13:24:18","guid":{"rendered":"https:\/\/luchonoticias.com\/editor\/?p=102401"},"modified":"2026-08-17T08:24:19","modified_gmt":"2026-08-17T13:24:19","slug":"promoveran-mocion-de-censura-contra-minvivienda","status":"publish","type":"post","link":"https:\/\/luchonoticias.com\/editor\/promoveran-mocion-de-censura-contra-minvivienda\/","title":{"rendered":"Promover\u00e1n moci\u00f3n de censura contra Minvivienda"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">El representante a la C\u00e1mara <strong>Alejandro Toro<\/strong> anunci\u00f3 que este martes 18 de agosto promover\u00e1 ante la <strong>C\u00e1mara de Representantes una moci\u00f3n de censura contra el ministro de Vivienda, Jaime Andr\u00e9s Beltr\u00e1n<\/strong>, con el objetivo de que responda pol\u00edticamente por su actuaci\u00f3n y por las posibles omisiones en el cumplimiento de las funciones de su cargo durante la emergencia provocada por el terremoto que afect\u00f3 al pa\u00eds.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">La iniciativa se conoce luego de la difusi\u00f3n de <strong>fotograf\u00edas y videos que aparentemente muestran al ministro Beltr\u00e1n realizando actividades recreativas en Santa Marta<\/strong>, mientras diferentes comunidades enfrentaban graves afectaciones en sus viviendas, infraestructura, sistemas de agua potable y saneamiento b\u00e1sico.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Toro aclar\u00f3 que la eventual moci\u00f3n de censura no estar\u00eda sustentada \u00fanicamente en las im\u00e1genes del ministro durante sus actividades personales. \u00abNo estamos planteando una moci\u00f3n de censura simplemente porque un ministro aparezca en una piscina\u00bb, afirm\u00f3 el congresista, quien se\u00f1al\u00f3 que el debate deber\u00e1 determinar si, durante los momentos m\u00e1s cr\u00edticos de la emergencia, <strong>el jefe de la cartera de Vivienda estaba ejerciendo plenamente las funciones que constitucional y legalmente le corresponden<\/strong> o si se produjo una eventual desatenci\u00f3n de sus responsabilidades.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">La moci\u00f3n tendr\u00eda como fundamento el <strong>art\u00edculo 135, numeral 9, de la Constituci\u00f3n Pol\u00edtica<\/strong>, que faculta a las c\u00e1maras del Congreso para promover mociones de censura contra los ministros por asuntos relacionados con las funciones propias de sus cargos. Para iniciar el procedimiento se requiere el respaldo de al menos <strong>una d\u00e9cima parte de los integrantes de la respectiva C\u00e1mara<\/strong>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Durante el eventual debate, Toro buscar\u00e1 que Beltr\u00e1n explique, entre otros aspectos, <strong>d\u00f3nde se encontraba durante las primeras horas y d\u00edas de la emergencia, qu\u00e9 decisiones adopt\u00f3, qu\u00e9 instrucciones imparti\u00f3 para atender a las familias damnificadas y cu\u00e1l fue su participaci\u00f3n en las instancias de coordinaci\u00f3n<\/strong>. Tambi\u00e9n se pedir\u00e1 informaci\u00f3n sobre las medidas adoptadas frente a las viviendas destruidas o inhabitables y sobre si alguna responsabilidad del Ministerio fue aplazada, delegada o desatendida.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">De igual manera, el congresista solicitar\u00e1 al <strong>Ministerio de Vivienda<\/strong> documentos, agendas, actas, comunicaciones, registros de reuniones y dem\u00e1s soportes que permitan establecer cronol\u00f3gicamente las actuaciones de la cartera durante las horas cr\u00edticas posteriores al <strong>terremoto del pasado 10 de agosto<\/strong>. La iniciativa ser\u00e1 presentada ante la C\u00e1mara de Representantes para buscar las firmas necesarias y, de conseguirlas, dar inicio al procedimiento
