El tr\u00e1mite del Presupuesto General de la Naci\u00f3n para la pr\u00f3xima vigencia abri\u00f3 una nueva disputa pol\u00edtica en el Congreso. Mientras el Gobierno Nacional defiende una propuesta por $634 billones<\/strong>, sectores de la oposici\u00f3n y algunos actores econ\u00f3micos cuestionan la viabilidad de la cifra y advierten sobre el deterioro de las finanzas p\u00fablicas del pa\u00eds.<\/p>\n\n\n\n

El debate se concentra ahora en las comisiones econ\u00f3micas del Congreso, donde se analiza c\u00f3mo financiar el presupuesto sin generar un d\u00e9ficit fiscal insostenible. El senador Christian Garc\u00e9s<\/strong>, integrante de la Comisi\u00f3n Tercera del Senado, ha defendido la necesidad de realizar ajustes que permitan priorizar la austeridad y garantizar la sostenibilidad de las finanzas p\u00fablicas.<\/p>\n\n\n\n

Garc\u00e9s tambi\u00e9n llam\u00f3 la atenci\u00f3n sobre el incremento en el servicio de la deuda, que, seg\u00fan se\u00f1al\u00f3, pas\u00f3 de $100 billones a $155 billones<\/strong>. Ante este escenario, propuso reperfilar las obligaciones de deuda<\/strong> como una alternativa para generar mayor margen financiero. El congresista sostuvo que esta estrategia no significar\u00eda dejar de pagar, sino buscar mejores condiciones y, eventualmente, el respaldo de organismos internacionales para convertir parte de esas obligaciones en inversi\u00f3n.<\/p>\n\n\n\n

\u201cYo no voy a dejar tirados a los damnificados del terremoto. Es lo que siempre se ha hecho\u201d, afirm\u00f3 Garc\u00e9s, al explicar que otros gobiernos han optado por renegociar o reperfilar compromisos de deuda para obtener mayor ox\u00edgeno financiero.<\/p>\n<\/blockquote>\n\n\n\n

Oposici\u00f3n plantea un presupuesto de $596 billones<\/h3>\n\n\n\n

Por su parte, el representante a la C\u00e1mara Santiago Osorio<\/strong>, de Alianza Verde, cuestion\u00f3 la propuesta del Gobierno y anunci\u00f3 un presupuesto alternativo por $596 billones<\/strong>, es decir, $38 billones menos que los $634 billones planteados por el Ejecutivo. Seg\u00fan el congresista, la cifra oficial no tendr\u00eda respaldo suficiente y podr\u00eda resultar dif\u00edcil de financiar.<\/p>\n\n\n\n

Osorio tambi\u00e9n rechaz\u00f3 que la situaci\u00f3n fiscal sea atribuida exclusivamente a la administraci\u00f3n anterior y se\u00f1al\u00f3 que Colombia arrastra problemas estructurales de inflexibilidad presupuestal desde 1991. A su juicio, durante el gobierno de Gustavo Petro se han priorizado \u00e1reas como la inversi\u00f3n social, la educaci\u00f3n p\u00fablica y la salud.<\/p>\n\n\n\n

El debate incluye adem\u00e1s las advertencias del Comit\u00e9 Aut\u00f3nomo de la Regla Fiscal<\/strong> sobre el crecimiento de la deuda p\u00fablica y su impacto en la capacidad de inversi\u00f3n del Estado.
