Con esta decisi\u00f3n, el proyecto qued\u00f3 habilitado para continuar su tr\u00e1mite legislativo en las plenarias.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">La iniciativa busca establecer un marco jur\u00eddico para que los grupos armados organizados y las bandas criminales se sometan a la justicia, sin que ello implique negociaciones pol\u00edticas ni el reconocimiento de un estatus pol\u00edtico. El proyecto tambi\u00e9n representa el cierre de la pol\u00edtica de \u00abpaz total\u00bb implementada durante el gobierno de Gustavo Petro, seg\u00fan el enfoque planteado por la actual administraci\u00f3n.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Durante buena parte de la jornada, la discusi\u00f3n estuvo acompa\u00f1ada por Rodrigo Lara, quien abandon\u00f3 el recinto cuando faltaban aproximadamente diez art\u00edculos para concluir la aprobaci\u00f3n del proyecto. Minutos despu\u00e9s se conoci\u00f3 su salida del Ministerio del Interior por decisi\u00f3n del presidente De la Espriella, una noticia que sorprendi\u00f3 a varios congresistas y alter\u00f3 el desarrollo de la sesi\u00f3n.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Tras este episodio, los legisladores optaron por acelerar el tr\u00e1mite para sacar adelante la iniciativa. Varios dejaron sus proposiciones como constancias y buena parte de los art\u00edculos se vot\u00f3 sin llamar individualmente a los congresistas presentes, lo que permiti\u00f3 avanzar hasta completar la aprobaci\u00f3n en esta primera etapa legislativa.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Entre los aspectos centrales del proyecto se contemplan reducciones de hasta el 50 % de las penas y beneficios de hasta el 30 % para quienes hayan ejercido funciones de liderazgo dentro de las organizaciones armadas y decidan someterse a la justicia.
