{"id":22615,"date":"2022-03-30T16:42:50","date_gmt":"2022-03-30T21:42:50","guid":{"rendered":"https:\/\/luchonoticias.com\/?p=22615"},"modified":"2022-03-30T16:42:53","modified_gmt":"2022-03-30T21:42:53","slug":"imputados-dos-exasesores-de-la-alcaldia-de-neiva-por-presunta-adjudicacion-irregular-de-contratos","status":"publish","type":"post","link":"https:\/\/luchonoticias.com\/editor\/imputados-dos-exasesores-de-la-alcaldia-de-neiva-por-presunta-adjudicacion-irregular-de-contratos\/","title":{"rendered":"Imputados dos exasesores de la Alcald\u00eda de Neiva por presunta adjudicaci\u00f3n irregular de contratos"},"content":{"rendered":"\n<p>La Fiscal\u00eda formul\u00f3 cargos por el delito de contrato sin cumplimiento de los requisitos legales a Euclides Duss\u00e1n Garc\u00eda, ex-asesor de despacho de la Alcald\u00eda de Neiva y a Andr\u00e9s Felipe Tamayo Polan\u00eda, quien fue asesor jur\u00eddico externo de esta misma administraci\u00f3n.<\/p>\n\n\n\n<p>Seg\u00fan la investigaci\u00f3n,&nbsp; entre octubre de 2008 y febrero de 2009, Dussan Garc\u00eda al parecer tramit\u00f3 y celebr\u00f3 ocho contratos de obra p\u00fablica (No. 010, 011,012,31,32,33,47 y 48 de febrero de 2009) por un valor de 1.258.921.260 sin verificar el cumplimiento de los requisitos legales de los mismos, destinados a la construcci\u00f3n de 206 bater\u00edas sanitarias en zona rural de Neiva.<\/p>\n\n\n\n<p>De esta forma, omiti\u00f3 el procedimiento de licitaci\u00f3n p\u00fablica llevando a cabo dos procesos menos rigurosos: el No. 050 y 057 de 2008 de selecci\u00f3n abreviada de menor cuant\u00eda, bas\u00e1ndose en estudios previos incompletos, presupuestos de obras parciales sin estudios de conveniencia del objeto a contratar y con fundamento en un mismo rubro presupuestal soportado en un solo proyecto.<\/p>\n\n\n\n<p>Lo que hace presumir, con base en el material probatorio recaudado, que celebr\u00f3 los contratos con el prop\u00f3sito de favorecer a los contratistas.&nbsp;<\/p>\n\n\n\n<p>Por su parte, Tamayo Polan\u00eda, en sus funciones como asesor jur\u00eddico externo, ten\u00eda la obligaci\u00f3n de que los procesos de contrataci\u00f3n se ajustaran a las normas vigentes, lo cual presuntamente no cumpli\u00f3, validando las irregularidades presentadas en los estudios y documentos para dichos contratos y al parecer procediendo a la selecci\u00f3n de menor cuant\u00eda de los dos contratos mencionados hasta adjudicarlos.&nbsp; &nbsp;<\/p>\n","protected":false},"excerpt":{"rendered":"<p>La Fiscal\u00eda formul\u00f3 cargos por el delito de contrato sin cumplimiento de los requisitos legales a Euclides Duss\u00e1n Garc\u00eda, ex-asesor de despacho de la Alcald\u00eda de Neiva y a Andr\u00e9s Felipe Tamayo Polan\u00eda, quien fue asesor jur\u00eddico externo de esta misma administraci\u00f3n.
