{"id":34586,"date":"2022-09-17T05:16:56","date_gmt":"2022-09-17T10:16:56","guid":{"rendered":"https:\/\/luchonoticias.com\/?p=34586"},"modified":"2022-09-17T05:16:57","modified_gmt":"2022-09-17T10:16:57","slug":"huila-protesta-por-modificacion-de-licencia-ambiental-de-el-quimbo","status":"publish","type":"post","link":"https:\/\/luchonoticias.com\/editor\/huila-protesta-por-modificacion-de-licencia-ambiental-de-el-quimbo\/","title":{"rendered":"Huila protesta por modificaci\u00f3n de licencia ambiental de El Quimbo"},"content":{"rendered":"\n<p>Ante reciente informaci\u00f3n sobre el plan de Enel Colombia (antes Emgesa) de&nbsp;<strong>modificar la Licencia Ambiental del Proyecto Hidroel\u00e9ctrico El Quimbo<\/strong>, el gobierno \u201cHuila Crece\u201d a trav\u00e9s de uno de sus asesores jur\u00eddicos dio a conocer las&nbsp;<strong>inconsistencias de esta solicitud&nbsp;<\/strong>radicada por esta multinacional energ\u00e9tica ante la a Autoridad Nacional de Licencias Ambientales (ANLA).&nbsp;<\/p>\n\n\n\n<p>\u00abNosotros como departamento&nbsp;<strong>no estamos de acuerdo con la modificaci\u00f3n de la licencia porque no compensa los intereses del departamento<\/strong>. Hay un&nbsp;<strong>desfase de aproximadamente $160.000 millones<\/strong>&nbsp;en lo que respecta a esta obligaci\u00f3n, porque lo que se debe realizar es la adecuaci\u00f3n de 2.700 hect\u00e1reas. El tema de la&nbsp;<strong>compensaci\u00f3n de las 427 familias que se les debe entregar 5 hect\u00e1reas m\u00e1s una vivienda<\/strong>, situaci\u00f3n que no tiene nada que ver con la adecuaci\u00f3n de riego por gravedad de las 2.700 hect\u00e1reas, es decir: Hay una confusi\u00f3n en la homologaci\u00f3n por parte de Enel-Colombia. Por su puesto, su inter\u00e9s es no cumplir su obligaci\u00f3n\u00bb, explic\u00f3 Javier Roa, asesor jur\u00eddico en temas ambiental de la Gobernaci\u00f3n del Huila.&nbsp;<\/p>\n\n\n\n<p>El abogado expuso que&nbsp;<strong>el Gobierno Departamental no comparte este procedimiento administrativo<\/strong>&nbsp;habida cuenta que para poder modificar la licencia est\u00e1 establecido una pauta legal y que debe ser coadyuvada por el Ministro de Minas y Energ\u00eda, Ministro de Medio Ambiente, Ministro de Agricultura, junto con la firma del Gobernador y los Alcaldes de la zona de influencia.&nbsp;<\/p>\n\n\n\n<p>\u201c<strong>No se puede modificar esta licencia<\/strong>&nbsp;hasta que haya un acuerdo en estos t\u00e9rminos de la ley. No entendemos como&nbsp;<strong>Enel en su af\u00e1n por no cumplir con la compensaci\u00f3n<\/strong>&nbsp;de la adecuaci\u00f3n de las 2.700 hect\u00e1reas de tierra que tendr\u00edan un costo de $200.000 millones frente a un ofrecimiento que le est\u00e1 haciendo a las 437 familias de 42.5 millones que nada compensa la actividad productiva del centro del departamento, y en cambio s\u00ed llevar a cabo la reforma agraria para lo que est\u00e1n establecidas estas tierras\u00bb, agreg\u00f3 Roa.&nbsp;<\/p>\n\n\n\n<p>Asegur\u00f3 que es un procedimiento inconsulto que nada le trae de
