{"id":47649,"date":"2023-03-07T07:12:15","date_gmt":"2023-03-07T12:12:15","guid":{"rendered":"https:\/\/luchonoticias.com\/?p=47649"},"modified":"2023-03-07T07:12:16","modified_gmt":"2023-03-07T12:12:16","slug":"concejo-de-neiva-aprobo-en-segundo-debate-proyecto-de-emprestito-de-25-500-millones-de-pesos","status":"publish","type":"post","link":"https:\/\/luchonoticias.com\/editor\/concejo-de-neiva-aprobo-en-segundo-debate-proyecto-de-emprestito-de-25-500-millones-de-pesos\/","title":{"rendered":"Concejo de Neiva aprob\u00f3 en segundo debate, proyecto de empr\u00e9stito de 25.500 millones de pesos"},"content":{"rendered":"\n<p>El pleno de la corporaci\u00f3n Concejo de Neiva, debati\u00f3 a profundidad, el Proyecto de Acuerdo\u00a0 N\u00b0 002 de 2023 \u201cpor medio del cual se autoriza al Alcalde de Neiva para contratar operaciones de cr\u00e9dito p\u00fablico para financiar proyectos estrat\u00e9gicos del plan de desarrollo Mandato Ciudadano, Territorio de Vida y Paz 2020-2023\u201d, cuyo ponente es el concejal Luis Alejandro Serna Serna.<\/p>\n\n\n\n<p>Fueron m\u00e1s de 12 horas en las que se debati\u00f3 el proyecto que le permite a la Administraci\u00f3n Municipal, contratar operaciones de cr\u00e9dito hasta por 25.500 millones de pesos y que ha generado un \u00e1lgido debate en la opini\u00f3n p\u00fablica.<\/p>\n\n\n\n<p>Finalmente, la iniciativa fue aprobada con el voto positivo de 11 concejales y el negativo de 7 cabildantes. Un concejal estuvo ausente de la sesi\u00f3n.<\/p>\n\n\n\n<figure class=\"wp-block-gallery has-nested-images columns-default is-cropped wp-block-gallery-1 is-layout-flex wp-block-gallery-is-layout-flex\">\n<figure class=\"wp-block-image size-large is-style-rounded\"><img decoding=\"async\" data-id=\"47651\" src=\"https:\/\/luchonoticias.com\/wp-content\/uploads\/2023\/03\/WhatsApp-Image-2023-03-06-at-9.31.21-PM-1024x683.jpeg\" alt=\"\" class=\"wp-image-47651\"\/><\/figure>\n<\/figure>\n\n\n\n<p><strong>La jornada<\/strong><\/p>\n\n\n\n<p>El debate inici\u00f3 en punto de las 8 de la ma\u00f1ana. All\u00ed se ley\u00f3 un documento radicado por la Procuradur\u00eda a ra\u00edz de la preventiva que instaur\u00f3 ante el Concejo de Neiva, donde se exhortaba a la mesa directiva en cabeza del Presidente de la corporaci\u00f3n, Iv\u00e1n Cangrejo Torres, a que explicara con detalle, si cuando se debati\u00f3 el proyecto en comisi\u00f3n segunda de presupuesto, se cumpli\u00f3 con lo dispuesto en el reglamento interno de la corporaci\u00f3n, sobre la publicaci\u00f3n de la ponencia en la p\u00e1gina web.<\/p>\n\n\n\n<p>En raz\u00f3n a eso y en aras de brindarle pronta respuesta a la Procuradur\u00eda, el presidente de la corporaci\u00f3n, dispuso de un punto excepcional que consisti\u00f3 en que la Secretaria del Concejo detallara paso a paso, qu\u00e9 ocurri\u00f3 con el tr\u00e1mite del proyecto en cuanto a la divulgaci\u00f3n en la p\u00e1gina web.<\/p>\n\n\n\n<figure class=\"wp-block-gallery has-nested-images columns-default is-cropped wp-block-gallery-2 is-layout-flex wp-block-gallery-is-layout-flex\">\n<figure class=\"wp-block-image size-large\"><img decoding=\"async\" data-id=\"47653\" src=\"https:\/\/luchonoticias.com\/wp-content\/uploads\/2023\/03\/WhatsApp-Image-2023-03-06-at-9.31.20-PM-1024x683.jpeg\" alt=\"\" class=\"wp-image-47653\"\/><\/figure>\n\n\n\n<figure class=\"wp-block-image size-large\"><img decoding=\"async\" data-id=\"47654\" src=\"https:\/\/luchonoticias.com\/wp-content\/uploads\/2023\/03\/WhatsApp-Image-2023-03-06-at-9.31.53-PM-1024x683.jpeg\" alt=\"\" class=\"wp-image-47654\"\/><\/figure>\n\n\n\n<figure class=\"wp-block-image size-large\"><img decoding=\"async\" data-id=\"47652\" src=\"https:\/\/luchonoticias.com\/wp-content\/uploads\/2023\/03\/WhatsApp-Image-2023-03-06-at-9.31.21-PM-2-1024x682.jpeg\" alt=\"\" class=\"wp-image-47652\"\/><\/figure>\n<\/figure>\n\n\n\n<p>Posteriormente, otorg\u00f3 la palabra a los concejales para que se pronunciar\u00e1n al respecto. Estas intervenciones se extendieron durante toda la ma\u00f1ana y se decret\u00f3 un receso y en la tarde continu\u00f3 el debate.<\/p>\n\n\n\n<p>\u201cLo importante es que se pudo llevar el debate a buen t\u00e9rmino, independientemente de que se hubiera archivado o se hubiera aprobado, en este caso se aprob\u00f3, lo importante es que se pudo presidir, se pudieron entregar todas las garant\u00edas para que todos los concejales, los funcionarios, la comunidad intervinieran y de esta manera solo hubo un impase en la ma\u00f1ana, pero esto no fue nada trascendental\u201d, se\u00f1al\u00f3 el presidente de la corporaci\u00f3n.<\/p>\n\n\n\n<p>El secretario de Hacienda, Jaime Ram\u00edrez, se\u00f1al\u00f3 que recibe con benepl\u00e1cito la decisi\u00f3n, despu\u00e9s de una larga discusi\u00f3n sobre la viabilidad y la legalidad del proyecto.<\/p>\n\n\n\n<p>\u201cNuestro reconocimiento al Concejo de Neiva que en una decisi\u00f3n larga y extensa que inici\u00f3 desde las ocho de la ma\u00f1ana, ha terminado d\u00e1ndole aprobaci\u00f3n al segundo y \u00faltimo debate del endeudamiento por 25.500 millones de pesos que presentamos como administraci\u00f3n \u201c,
