{"id":57476,"date":"2023-08-01T06:42:23","date_gmt":"2023-08-01T11:42:23","guid":{"rendered":"https:\/\/luchonoticias.com\/?p=57476"},"modified":"2023-08-01T06:42:25","modified_gmt":"2023-08-01T11:42:25","slug":"procuraduria-ordeno-indagacion-previa-a-indumil-y-al-departamento-control-comercio-de-armas-municiones-y-explosivos","status":"publish","type":"post","link":"https:\/\/luchonoticias.com\/editor\/procuraduria-ordeno-indagacion-previa-a-indumil-y-al-departamento-control-comercio-de-armas-municiones-y-explosivos\/","title":{"rendered":"Procuradur\u00eda orden\u00f3 indagaci\u00f3n previa a Indumil y al Departamento Control Comercio de Armas, Municiones y Explosivos"},"content":{"rendered":"\n<p>La Procuradur\u00eda General de la Naci\u00f3n orden\u00f3&nbsp;<strong>abrir una indagaci\u00f3n previa en torno al proceso de comercializaci\u00f3n y\/o fiscalizaci\u00f3n en la distribuci\u00f3n y comercializaci\u00f3n de material y sustancias explosivas&nbsp;<\/strong>por parte de INDUMIL y el Departamento de Control de Comercio de Armas, Municiones y Explosivos, DCCAE seg\u00fan sus competencias respectivamente, con ocasi\u00f3n de una&nbsp;<strong>detonaci\u00f3n de explosivos en la mina de propiedad de la empresa Zijin Continental Gold ubicada en el municipio de Buritic\u00e1.<\/strong><\/p>\n\n\n\n<p>De acuerdo con la Procuradur\u00eda, luego de varias visitas a la regi\u00f3n antioque\u00f1a, se pudo evidenciar el presunto<strong>&nbsp;incumplimiento de los deberes consagrados en la Constituci\u00f3n y la ley u omisi\u00f3n de las mismas, por parte de las entidades mencionadas,<\/strong>&nbsp;dado que los mineros irregulares (quienes no cumplen con tener el respectivo t\u00edtulo minero ni acreditaci\u00f3n de permiso para porte&nbsp; de armas o artefactos explosivos)&nbsp;<strong>se encuentran haciendo uso de estas herramientas para explotar ilegalmente la mina&nbsp; de oro<\/strong>&nbsp;de la empresa Zijin Continenal Gold.<\/p>\n\n\n\n<p>As\u00ed mismo, conforme al informe de la entidad,&nbsp;<strong>los explosivos est\u00e1n causando la afectaci\u00f3n de los derechos humanos&nbsp;<\/strong>de los trabajadores mineros de la empresa y de los integrantes de la Polic\u00eda Nacional que se encuentran en el sitio, adem\u00e1s de&nbsp;<strong>afectaciones al orden p\u00fablico y a la seguridad&nbsp;<\/strong>de los habitantes del municipio.<\/p>\n\n\n\n<p>La Procuradur\u00eda record\u00f3 que es deber del DCCAE expedir las autorizaciones para que cualquier ciudadano pueda tener acceso a explosivos, de acuerdo con lo dispuesto en el Decreto 2535 de 1993. De igual manera, destac\u00f3 que&nbsp;<em>\u201clos explosivos son una sustancia controlada, sujeta al monopolio del Estado, por lo que INDUMIL no puede comercializar estos explosivos a sujetos diferentes a aquellos autorizados por el DCCAE\u201d.<\/em><\/p>\n\n\n\n<p>Finalmente, la entidad orden\u00f3&nbsp;<strong>practicar una inspecci\u00f3n disciplinaria en las dependencias de la Polic\u00eda Nacional (Unimil)&nbsp;<\/strong>con sede en el municipio de Buritic\u00e1; a la Cuarta Brigada del Ej\u00e9rcito Nacional con sede en el municipio de Medell\u00edn, as\u00ed como&nbsp;<strong>escuchar a los encargados de la del manejo y custodia del material explosivo<\/strong>&nbsp;al interior de la mina de la empresa Zijin Continental
