Procuradur\u00eda General de la Naci\u00f3n sancion\u00f3 con&nbsp;<strong>destituci\u00f3n e inhabilidad de 15 a\u00f1os a la exrepresentante a la C\u00e1mara, Argenis Vel\u00e1squez Ram\u00edrez<\/strong>&nbsp;(2014 \u2013 2018),&nbsp;<strong>por entregar 130 millones de pesos a<\/strong>&nbsp;un funcionario del despacho del<strong>&nbsp;magistrado de la Corte Suprema de Justicia,<\/strong>&nbsp;Gustavo Enrique Malo,<strong>&nbsp;para ser favorecida en un proceso penal adelantado en su contra.&nbsp;<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">En fallo de primera instancia, la Sala Disciplinaria de Juzgamiento de Servidores P\u00fablicos de Elecci\u00f3n Popular estableci\u00f3 que la excongresista&nbsp;<strong>entreg\u00f3 esa suma de dinero al magistrado auxiliar Camilo Andr\u00e9s Ru\u00edz,<\/strong>&nbsp;a trav\u00e9s de su abogado defensor Luis Gustavo Moreno Rivera,&nbsp;<strong>para evitar una eventual captura o un llamado a juicio por la presunta apropiaci\u00f3n de 300 millones de pesos&nbsp;<\/strong>cuando se desempe\u00f1\u00f3 como alcaldesa de Orito, Putumayo, entre 2009 y 2010.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">El Ministerio P\u00fablico se\u00f1al\u00f3 que en la investigaci\u00f3n disciplinaria se evidenci\u00f3 que Vel\u00e1squez Ram\u00edrez&nbsp;<strong>despleg\u00f3 actuaciones encaminadas a dar a un servidor p\u00fablico una suma de dinero para obtener beneficios en un proceso penal,<\/strong>&nbsp;lo que permiti\u00f3 establecer&nbsp;<em>\u201cen grado de certeza la materialidad de la falta endilgada\u201d&nbsp;<\/em>y la responsabilidad de la procesada.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Agreg\u00f3 que con su actuaci\u00f3n demostr\u00f3&nbsp;<em>\u201cun desprecio total por la administraci\u00f3n p\u00fablica, la \u00e9tica y la honradez que debe guiar el ejercicio de la funci\u00f3n p\u00fablica, m\u00e1s a\u00fan si se trata de una servidora que fue elegida por voto popular, de quien la sociedad espera un comportamiento libre de m\u00e1cula, transparente y correcto\u201d.&nbsp;<\/em><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">La acci\u00f3n cometida por la excongresista fue relatada en las declaraciones rendidas por Luis Gustavo Moreno Rivera&nbsp;<strong>en el proceso penal donde se investig\u00f3 la conducta irregular de diferentes funcionarios judiciales, en lo que se ha denominado como \u2018el cartel de la toga\u2019.<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Por ese hecho, el \u00f3rgano de control se\u00f1al\u00f3 que Vel\u00e1squez Ram\u00edrez quebrant\u00f3 el principio de moralidad que regula la funci\u00f3n administrativa y calific\u00f3 su falta como grav\u00edsima cometida a t\u00edtulo de dolo.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">El fallo de primera instancia puede ser apelado por la
