El Hospital Departamental San Vicente de Paul en Garz\u00f3n ha sido objeto de atenci\u00f3n y preocupaci\u00f3n por parte de la comunidad, debido a la demora en la firma del acta de inicio para la construcci\u00f3n de su nueva torre. Esta situaci\u00f3n, lejos de ser una simple dilaci\u00f3n, se ha visto afectada por una serie de tr\u00e1mites burocr\u00e1ticos y disputas financieras que han obstaculizado el avance del proyecto.<\/p>\n

Seg\u00fan Sergio Zu\u00f1iga, secretario de Salud del Huila, la principal raz\u00f3n detr\u00e1s de la demora no ha sido negligencia, sino los procedimientos necesarios ante el Sistema General de Regal\u00edas. Explic\u00f3 que el registro presupuestal de los contratos, especialmente en lo concerniente al pago de estampillas, ha sido un proceso complejo que ha requerido tiempo. A\u00f1adi\u00f3 que, aunque el hospital realiz\u00f3 oportunamente el registro presupuestal de los recursos provenientes de la naci\u00f3n y del departamento, hubo discrepancias sobre qui\u00e9n deb\u00eda asumir el pago de las estampillas.<\/p>\n

El Gobierno Nacional, mediante determinaciones jur\u00eddicas, ha insistido en que los recursos de salud no deben destinarse al pago de impuestos para la legalizaci\u00f3n de contratos. Sin embargo, recientes decisiones judiciales han permitido que estos recursos puedan ser utilizados con este fin. Esta ambig\u00fcedad gener\u00f3 disputas sobre qui\u00e9n deb\u00eda costear las estampillas, siendo finalmente acordado que corresponde al contratista asumir este gasto.<\/p>\n

Jorge Humberto Gonz\u00e1lez, gerente del Hospital de Garz\u00f3n, expres\u00f3 su agradecimiento por la atenci\u00f3n prestada al tema en la Asamblea Departamental, asegurando que el contrato para la construcci\u00f3n de la nueva torre ya ha sido adjudicado despu\u00e9s de d\u00e9cadas de espera. Atribuy\u00f3 la demora a factores externos y a la complejidad de los tr\u00e1mites burocr\u00e1ticos, pero destac\u00f3 la voluntad del Gobierno de llevar adelante la obra.<\/p>\n

El diputado Armando Acu\u00f1a manifest\u00f3 preocupaciones respecto a la demora en el inicio de las obras y a la situaci\u00f3n financiera del hospital. Advirti\u00f3 sobre posibles litigios debido a las disputas sobre el pago de las estampillas, as\u00ed como sobre el riesgo de crisis financiera que podr\u00eda enfrentar la instituci\u00f3n. Inst\u00f3 a prestar atenci\u00f3n a la prestaci\u00f3n de servicios para evitar un deterioro en la atenci\u00f3n m\u00e9dica.<\/p>\n

En respuesta, el gerente del hospital asegur\u00f3 que se est\u00e1n realizando todos los esfuerzos para iniciar las obras a la brevedad posible. Reconoci\u00f3 las preocupaciones planteadas y se comprometi\u00f3 a resolver las disputas financieras de manera adecuada. Sin embargo, la falta de claridad sobre los plazos y la posibilidad de litigios adicionales han generado incertidumbre sobre el inicio efectivo de las obras.<\/p>\n

La demora en la firma del acta de inicio del Hospital de Garz\u00f3n ha sido producto de una combinaci\u00f3n de tr\u00e1mites burocr\u00e1ticos y disputas financieras.
