{"id":72971,"date":"2024-05-11T07:06:34","date_gmt":"2024-05-11T12:06:34","guid":{"rendered":"https:\/\/luchonoticias.com\/?p=72971"},"modified":"2024-05-11T07:06:34","modified_gmt":"2024-05-11T12:06:34","slug":"gobierno-anuncia-nueva-estrategia-para-la-construccion-de-vivienda","status":"publish","type":"post","link":"https:\/\/luchonoticias.com\/editor\/gobierno-anuncia-nueva-estrategia-para-la-construccion-de-vivienda\/","title":{"rendered":"Gobierno anuncia nueva estrategia para la construcci\u00f3n de vivienda"},"content":{"rendered":"<div>El Gobierno del Cambio anunci\u00f3 la legalizaci\u00f3n de las Alianzas P\u00fablico Populares que permitir\u00e1n impulsar la construcci\u00f3n de vivienda nueva por el sistema de autoconstrucci\u00f3n, y el mejoramiento de vivienda usada.<\/div>\n<div><\/div>\n<div>As\u00ed lo revel\u00f3 el presidente Gustavo Petro durante su intervenci\u00f3n en la quinta jornada de \u2018Gobierno con los Barrios Populares\u2019, que se realiz\u00f3 en la ciudad de Cali.<\/div>\n<div><\/div>\n<div>El mandatario explic\u00f3 que ya el Ministerio de Hacienda y el Departamento Nacional de Planeaci\u00f3n tienen listos los decretos 100 y 101 de 2024, que les da vida a las Alianzas P\u00fablico Populares que, a diferencia de las APP que se realizan \u201centre el Estado y el gran capital, estas se hacen con las organizaciones populares\u201d.<\/div>\n<div><\/div>\n<div>Esa misma figura, las Alianzas P\u00fablico Populares, es la que ha permitido la construcci\u00f3n de caminos campesinos mediante alianzas con las Juntas de Acci\u00f3n Comunal, explic\u00f3 el mandatario.<\/div>\n<div><\/div>\n<div>\u201cEn las \u00faltimas d\u00e9cadas la vivienda se ha venido construyendo nueva, de forma industrial, y en manos de grandes empresarios, muy poderosos, que han monopolizado los contratos, los subsidios que permiten completar los cr\u00e9ditos, cr\u00e9ditos que han conducido a una especie de esclavitud, de servidumbre financiera\u201d, asegur\u00f3 el jefe de Estado.<\/div>\n<div><\/div>\n<div>Entonces, la idea es, dijo el presidente Petro, \u201csin dejar de apoyar la construcci\u00f3n de vivienda nueva, como hasta hora, impulsar el mejoramiento y la autoconstrucci\u00f3n, como pol\u00edtica complementaria\u201d.<\/div>\n<div><\/div>\n<div>Incluso, se\u00f1al\u00f3 que se podr\u00eda en el tema de mejoramiento de vivienda usada incluir el cambio de techos por paneles solares para reducir las tarifas, y si la familia tiene un lote generar proyectos de vivienda por autoconstrucci\u00f3n \u201cy abolir en buena parte la esclavitud financiera o lograr que el Fondo Nacional de Ahorro termine siendo la entidad p\u00fablica que pueda realizar esa alianza para entregar cr\u00e9ditos con cero por ciento de inter\u00e9s a familias de escasos recursos\u201d.<\/div>\n<div><\/div>\n<div>Por su parte, la ministra de Vivienda, Catalina Velasco, explic\u00f3 que el programa de mejoramiento de vivienda usada se adelanta en Cali y Popay\u00e1n, Sucre, Nari\u00f1o y C\u00f3rdoba, con m\u00e1s de 160 organizaciones comunitarias que est\u00e1n autoconstruyendo su vivienda o mejor\u00e1ndola.<\/div>\n<div><\/div>\n<div>\u201cEstamos listos para arrancar los programas de mejoramiento con organizaciones comunitarias.
