contexto de marginalidad, puedan solicitar una pena sustitutiva, para que en lugar de ir a prisi\u00f3n cumplan con servicios comunitarios y puedan atender a sus hijos y a sus familias en libertad.<\/div>\n<p>&nbsp;<\/p>\n<div>As\u00ed lo confirm\u00f3 el viceministro de Pol\u00edtica Criminal y Justicia Restaurativa, Camilo Uma\u00f1a Hern\u00e1ndez, quien advirti\u00f3 que las mujeres beneficiadas deben estar cumpliendo condenas que no superen los ocho a\u00f1os de c\u00e1rcel, por estupefacientes o hurto, tal como lo establece la Ley 2292 de Utilidad P\u00fablica.<\/div>\n<p>&nbsp;<\/p>\n<div>\u201cEste servicio busca que la sociedad reciba un beneficio a cambio del esfuerzo de estas mujeres y que ellas, a su vez, puedan reintegrarse a sus hogares y reconstruir las relaciones con sus seres queridos para tener una mejor oportunidad de vida\u00bb, afirm\u00f3 Uma\u00f1a.<\/div>\n<p>&nbsp;<\/p>\n<div>Manifest\u00f3 que unas 4.500 mujeres, de las cerca de 17.000 privadas de la libertad en el pa\u00eds, podr\u00e1n optar por esta medida alternativa.<\/div>\n<p>&nbsp;<\/p>\n<div>La Ley de Utilidad P\u00fablica es la primera norma con enfoque de g\u00e9nero que contempla la posibilidad de ejecutar una sanci\u00f3n penal de car\u00e1cter restaurativo, se traduce en actividades de servicio comunitario con impacto social.<\/div>\n<p>&nbsp;<\/p>\n<div>En la actualidad, 73 internas cuentan con decisiones favorables para cumplir la condena con servicio comunitario; ante los jueces de ejecuci\u00f3n hay 2.000 solicitudes presentadas y, a la fecha, se han presentado cero casos de reincidencia, a\u00f1adi\u00f3 el Viceministro.<\/div>\n<p>&nbsp;<\/p>\n<div>\u201cHemos tenido un intercambio maravilloso con los jueces de ejecuci\u00f3n de penas, que han abierto sus puertas para que, en el marco del respeto a la autonom\u00eda judicial, podamos pensar c\u00f3mo implementar mejor esta medida\u00bb, enfatiz\u00f3.<\/div>\n<p>&nbsp;<\/p>\n<div>Adem\u00e1s, indic\u00f3 que gracias a un esfuerzo institucional liderado por el Ministerio de Justicia y del Derecho dos mujeres ya pagaron la totalidad de su pena con los servicios de utilidad p\u00fablica: una en Armenia y otra en Barbosa (Antioquia).<\/div>\n<p>&nbsp;<\/p>\n<div>Recalc\u00f3 que en el pa\u00eds hay 16 entidades p\u00fablicas sin \u00e1nimo de lucro y seis territoriales que ofrecen cupos para el servicio comunitario, por lo que agradeci\u00f3 el apoyo y colaboraci\u00f3n de diversas fundaciones, entidades nacionales organismos multilaterales que se han sumado a la iniciativa.<\/div>\n<p>&nbsp;<\/p>\n<div>Destac\u00f3 a Medell\u00edn y Bucaramanga como las ciudades que m\u00e1s han acogido mujeres beneficiarias de esta ley, que las humaniza y dignifica en procura de una nueva oportunidad de vida.<\/div>\n<p>&nbsp;<\/p>\n<div>El departamento de Antioquia, dijo, es el que m\u00e1s ha avanzado con esta medida con 18 mujeres ejecutando en libertad servicios de utilidad p\u00fablica.<\/div>\n<p>&nbsp;<\/p>\n<div>\u201cImplementar y echar a andar una medida de esta naturaleza ha representado un enorme desaf\u00edo, ya que le propone al pa\u00eds salir del punitivismo para entrar en una fase de restauraci\u00f3n\u201d, recalc\u00f3 el funcionario.<\/div>\n","protected":false},"excerpt":{"rendered":"<p>El Gobierno
