{"id":77895,"date":"2024-10-16T12:07:45","date_gmt":"2024-10-16T17:07:45","guid":{"rendered":"https:\/\/luchonoticias.com\/?p=77895"},"modified":"2024-10-16T12:07:45","modified_gmt":"2024-10-16T17:07:45","slug":"cargos-al-ex-subdirector-de-gestion-del-riesgo","status":"publish","type":"post","link":"https:\/\/luchonoticias.com\/editor\/cargos-al-ex-subdirector-de-gestion-del-riesgo\/","title":{"rendered":"Cargos al ex subdirector de gesti\u00f3n del riesgo"},"content":{"rendered":"<div>La Procuradur\u00eda General de la Naci\u00f3n profiri\u00f3 pliego de cargos contra el\u00a0<b>e<\/b><b>xsubdirector de Manejo de Desastres de la (UNGRD), Sneyder Pinilla \u00c1lvarez (2023-2024)<\/b>, por participaci\u00f3n indebida en pol\u00edtica.<\/div>\n<div><\/div>\n<div>Seg\u00fan la delegada de instrucci\u00f3n,\u00a0<b>el exfuncionario habr\u00eda utilizado su cargo e imagen para apoyar la campa\u00f1a electoral de Dar\u00edo Buchenicow Caballero<\/b>, quien aspiraba a la alcald\u00eda del municipio de Sabana de Torres (Santander) para el periodo 2024-2027, cargo al que\u00a0<b>finalmente accedi\u00f3 tras la jornada electoral del 29 de octubre de 2023.\u00a0 \u00a0<\/b><\/div>\n<div><\/div>\n<div>De acuerdo con la investigaci\u00f3n disciplinaria,\u00a0<b>Pinilla \u00c1lvarez se desplaz\u00f3 hasta ese municipio el 27 de octubre de 2023<\/b>, dos d\u00edas antes de los comicios, para aparentemente revisar aspectos relacionados con la intervenci\u00f3n en puntos\u00a0<b>neur\u00e1lgicos del r\u00edo Lebrija y reunirse con miembros de la comunidad.\u00a0\u00a0<\/b><\/div>\n<div><\/div>\n<div>En los d\u00edas de su desplazamiento, el\u00a0<b>\u00a0funcionario public\u00f3 en su cuenta de la red social Facebook fotograf\u00edas y frases<\/b>\u00a0como\u00a0<i>\u201cnos tomamos Sabana de Torres\u201d y \u201cvolvimos con m\u00e1s fuerza\u201d,<\/i>\u00a0escritas en los colores que identificaban\u00a0<b>la campa\u00f1a electoral de Buchenicow Caballero<\/b>, manifestaciones que, para el \u00f3rgano de control y en atenci\u00f3n al contexto electoral que se viv\u00eda,\u00a0<i>\u201cfueron usadas por el funcionario para avivar los \u00e1nimos de los electores y, de forma indirecta,\u00a0<b>buscaban anunciar su respaldo a una campa\u00f1a electoral\u201d.<\/b><\/i><\/div>\n<div><\/div>\n<div>Adem\u00e1s, Pinilla \u00c1lvarez habr\u00eda viajado sin contar con la comisi\u00f3n que\u00a0<b>lo facultara para desplazarse fuera de su sede habitual de trabajo<\/b>\u00a0a desempe\u00f1ar labores como servidor p\u00fablico de la UNGRD, raz\u00f3n por la cual\u00a0<i>\u201csu presencia en ese municipio no se relacionaba con<b>\u00a0el ejercicio de sus funciones al no estar comisionado para ese efecto\u201d<\/b><\/i><b>,<\/b>\u00a0sostuvo el Ministerio P\u00fablico en el pliego de cargos.<\/div>\n<div><\/div>\n<div>Para el \u00f3rgano de control\u00a0<i>\u201cla actuaci\u00f3n del disciplinable implic\u00f3 un\u00a0<b>quebrantamiento sustancial de la prohibici\u00f3n de influir en el proceso electoral 2024-2027<\/b>, pues si bien los servidores p\u00fablicos tienen derecho a participar en procesos electorales a trav\u00e9s del sufragio, les est\u00e1 prohibido utilizar el cargo o\u00a0<b>funci\u00f3n para participar en las contiendas electorales<\/b>, por cuanto afectan, entre otros, los principios de moralidad e igualdad\u201d.\u00a0<\/i><\/div>\n<div><\/div>\n<div>Por esos hechos, la Procuradur\u00eda calific\u00f3 la conducta de Sneyder Pinilla como\u00a0<b>una falta grav\u00edsima cometida a t\u00edtulo de dolo.<\/b><\/div>\n","protected":false},"excerpt":{"rendered":"<p>La Procuradur\u00eda General de la Naci\u00f3n profiri\u00f3 pliego de cargos contra el\u00a0exsubdirector de Manejo de Desastres de la (UNGRD), Sneyder Pinilla \u00c1lvarez (2023-2024), por participaci\u00f3n indebida en pol\u00edtica.
