{"id":77922,"date":"2024-10-17T07:22:44","date_gmt":"2024-10-17T12:22:44","guid":{"rendered":"https:\/\/luchonoticias.com\/?p=77922"},"modified":"2024-10-17T07:22:44","modified_gmt":"2024-10-17T12:22:44","slug":"colombianos-en-el-exterior-tendrian-mas-peso-en-el-congreso","status":"publish","type":"post","link":"https:\/\/luchonoticias.com\/editor\/colombianos-en-el-exterior-tendrian-mas-peso-en-el-congreso\/","title":{"rendered":"Colombianos en el exterior tendr\u00edan m\u00e1s &#8216;peso&#8217; en el Congreso"},"content":{"rendered":"<p><strong>\u00a0<\/strong>Los miembros de la Comisi\u00f3n Primera Constitucional Permanente avanzaron en la discusi\u00f3n del Proyecto de Acto Legislativo por medio del cual se modifica el art\u00edculo 132, 171 y 176 de la Constituci\u00f3n Pol\u00edtica de Colombia, fortaleciendo la representaci\u00f3n pol\u00edtica de la poblaci\u00f3n colombiana residente en el exterior en el Congreso de la Rep\u00fablica.<\/p>\n<p>El ponente para primer debate de esta iniciativa es el senador Humberto de la Calle (independiente) quien indic\u00f3 que se busca ampliar el n\u00famero de congresistas que representan las comunidades del exterior.<\/p>\n<p>\u201cSe proponen 2 curules en el Senado y 1 curul m\u00e1s a la ya existente en la C\u00e1mara de Representantes. La legitimidad del sistema representativo implica que debe haber la mayor cobertura frente a los segmentos de la poblaci\u00f3n y algunas cifras muestran que tenemos el 9% de la poblaci\u00f3n colombiana residiendo en el exterior\u201d, indic\u00f3 De la Calle.<\/p>\n<p>Por su parte, el Senador del\u00a0<strong>partido Cambio Radical<\/strong>, Carlos Motoa manifest\u00f3 que los colombianos en el exterior no se caracterizan por participar activamente en las elecciones parlamentarias, \u201cno podemos seguir aprobando proyectos que incrementan el tama\u00f1o del Congreso. No es lo conveniente, tiene impacto fiscal y no necesariamente fortalece la representatividad. Por eso, anunci\u00f3 mi voto negativo a la propuesta que crea m\u00e1s curules\u201d, dijo.<\/p>\n<p>El senador Juli\u00e1n Gallo,\u00a0<strong>partido Comunes<\/strong>, tambi\u00e9n intervino en la discusi\u00f3n, indicando que si es conveniente el proyecto de acto legislativo por medio del cual se modifica el art\u00edculo 132, 171 y 176 de la Constituci\u00f3n, \u201cse est\u00e1 hablando de un tema de representaci\u00f3n de un n\u00famero considerable de compatriotas que por diversos motivos de car\u00e1cter violento muchos por el conflicto o por lo econ\u00f3mico, hoy en d\u00eda deber\u00edan tener una mayor representaci\u00f3n\u201d.<\/p>\n<p>La senadora Paloma Valencia,\u00a0<strong>partido Centro Democr\u00e1tico<\/strong>, se sum\u00f3 a los congresistas que no apoyan dicha iniciativa legislativa, expresando que, por principio, no votar\u00eda por proyectos que creen m\u00e1s gastos burocr\u00e1ticos. \u201cNo acompa\u00f1ar\u00eda ampliaciones del Congreso, los gastos de funcionamiento del estado son muy grandes. \u201cPropongo que debemos radicar el deber de los congresistas, de mantener las relaciones con la comunidad en el exterior, activar de mayor manera los Consulados de Colombia para que se vuelvan realmente fuentes de servicio para los ciudadanos\u201d, indic\u00f3 la congresista.<\/p>\n<p>La discusi\u00f3n del proyecto de acto legislativo avanzar\u00e1 en pr\u00f3ximos debates de esta c\u00e9lula legislativa.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>\u00a0Los miembros de la Comisi\u00f3n Primera Constitucional Permanente avanzaron en la discusi\u00f3n del Proyecto de Acto Legislativo por medio del cual se modifica el art\u00edculo 132, 171 y 176 de la Constituci\u00f3n Pol\u00edtica de Colombia, fortaleciendo la representaci\u00f3n pol\u00edtica de la poblaci\u00f3n colombiana residente en el exterior en el Congreso de la Rep\u00fablica.
