Aunque los recursos y dise\u00f1os est\u00e1n listos, el proyecto enfrenta un estancamiento debido a la falta de definici\u00f3n sobre la licencia ambiental. La reciente socializaci\u00f3n, liderada por el alcalde de Pitalito, Yider Luna Joven, reuni\u00f3 a representantes de la Gobernaci\u00f3n, la CAM, la ANI, Ruta al Sur y congresistas, pero no logr\u00f3 resolver el conflicto de competencias entre la CAM y la ANLA.<\/p>\n<p>La Autoridad Nacional de Licencias Ambientales (ANLA) no asisti\u00f3 al encuentro, situaci\u00f3n que gener\u00f3 cr\u00edticas de los asistentes. \u201cLa concesionaria Ruta al Sur tiene los recursos asegurados, pero seguimos atrapados en un dilema institucional. Proponemos un debate en el Congreso para que el Ministerio de Ambiente tome una decisi\u00f3n definitiva\u201d, declar\u00f3 el alcalde Luna.<\/p>\n<p>El gerente de Ruta al Sur, Juan Carlos Mar\u00eda Casta\u00f1eda, asegur\u00f3 que el proyecto est\u00e1 listo para comenzar. Sin embargo, Carlos Andr\u00e9s Gonz\u00e1lez Torres, de la CAM, subray\u00f3 la necesidad de estudios adicionales debido a riesgos ambientales y clim\u00e1ticos en la zona.<\/p>\n<p>Desde la Asamblea Departamental, el diputado Wilfred Trujillo exigi\u00f3 una audiencia p\u00fablica en el Congreso. \u201cEs inaceptable que no haya responsables claros.
