Este ajuste se iniciar\u00e1 en 2027 y se aplicar\u00e1 progresivamente durante 12 a\u00f1os.<\/p>\n<p>El representante Carlos Ardila, ponente del proyecto, aclar\u00f3 que el acceso a estos recursos depender\u00e1 de la aprobaci\u00f3n de una Ley de Competencias que debe ser tramitada en un plazo m\u00e1ximo de un a\u00f1o. Asimismo, asegur\u00f3 que la reforma cumple con los par\u00e1metros establecidos en la regla fiscal y el marco fiscal de mediano plazo.<\/p>\n<p>Desde el Ministerio del Interior se destac\u00f3 que esta medida fortalece la descentralizaci\u00f3n y otorga mayor autonom\u00eda a las entidades territoriales para decidir sobre el destino de los recursos, priorizando proyectos que impulsen el desarrollo local y regional.<\/p>\n<p>La reforma est\u00e1 dise\u00f1ada para mejorar la financiaci\u00f3n de servicios b\u00e1sicos en sectores como educaci\u00f3n, salud y saneamiento b\u00e1sico, promoviendo una mejor calidad de vida en las comunidades m\u00e1s necesitadas.<\/p>\n<p>El \u00faltimo debate de esta reforma se llev\u00f3 a cabo sin la presencia del ministro de Hacienda, Ricardo Bonilla, y del director del DNP, Alexander L\u00f3pez, situaci\u00f3n que despert\u00f3 cuestionamientos por parte de algunos congresistas.<\/p>\n<p>&nbsp;<\/p>\n","protected":false},"excerpt":{"rendered":"<p>El Congreso dio luz verde a la Reforma Constitucional que ajusta el Sistema General de Participaciones (SGP), estableciendo un incremento gradual de las transferencias a departamentos, distritos y municipios hasta alcanzar el 39.5% de los ingresos corrientes de la Naci\u00f3n.
