Este proyecto busca fortalecer la descentralizaci\u00f3n y la autonom\u00eda territorial, impulsando el desarrollo regional y la reactivaci\u00f3n econ\u00f3mica.<\/p>\n<p>El presupuesto incluye una inversi\u00f3n de $29 billones en los territorios. La mayor parte de los ingresos provendr\u00e1 del sector hidrocarburos (68 %) y del sector minero (32 %), mientras que $5,2 billones adicionales corresponden a rendimientos financieros y otros ingresos.<\/p>\n<p>La distribuci\u00f3n de los recursos prioriza varios frentes: $8,8 billones para proyectos de alto impacto regional, $6,5 billones para entidades territoriales productoras y puertos, y $5,4 billones para territorios afectados por violencia y pobreza (PDET). Adem\u00e1s, $2,8 billones se destinar\u00e1n a los municipios m\u00e1s pobres.<\/p>\n<p>El presupuesto tambi\u00e9n contempla $2,6 billones para ciencia, tecnolog\u00eda e innovaci\u00f3n, de los cuales $511.000 millones se enfocar\u00e1n en proyectos ambientales. Otros $1,1 billones ser\u00e1n para ahorro en fondos de estabilizaci\u00f3n y pensiones territoriales, mientras que $518.000 millones se asignar\u00e1n al funcionamiento del SGR, incluyendo fiscalizaci\u00f3n y monitoreo ambiental.<\/p>\n<p>Por \u00faltimo, se destinan $513.000 millones para grupos \u00e9tnicos, $255.000 millones para \u00e1reas ambientales estrat\u00e9gicas y $128.000 millones para Cormagdalena.
