{"id":80279,"date":"2024-12-30T11:53:02","date_gmt":"2024-12-30T16:53:02","guid":{"rendered":"https:\/\/luchonoticias.com\/?p=80279"},"modified":"2024-12-30T11:53:04","modified_gmt":"2024-12-30T16:53:04","slug":"destituciones-de-la-procuraduria-por-corrupcion-en-gestion-del-riesgo","status":"publish","type":"post","link":"https:\/\/luchonoticias.com\/editor\/destituciones-de-la-procuraduria-por-corrupcion-en-gestion-del-riesgo\/","title":{"rendered":"Destituciones de la Procuradur\u00eda por corrupci\u00f3n en gesti\u00f3n del riesgo"},"content":{"rendered":"\n<figure class=\"wp-block-image size-full\"><img loading=\"lazy\" decoding=\"async\" width=\"700\" height=\"400\" src=\"https:\/\/luchonoticias.com\/wp-content\/uploads\/2024\/12\/fgestion-del-riesgo-bn.jpg\" alt=\"\" class=\"wp-image-80280\" srcset=\"https:\/\/luchonoticias.com\/editor\/wp-content\/uploads\/2024\/12\/fgestion-del-riesgo-bn.jpg 700w, https:\/\/luchonoticias.com\/editor\/wp-content\/uploads\/2024\/12\/fgestion-del-riesgo-bn-300x171.jpg 300w\" sizes=\"auto, (max-width: 700px) 100vw, 700px\" \/><\/figure>\n\n\n\n<p>En fallo de primera instancia, la Procuradur\u00eda General de la Naci\u00f3n&nbsp;<strong>sancion\u00f3 con destituci\u00f3n e inhabilidad general por 18 a\u00f1os al exdirector de la Unidad Nacional para la Gesti\u00f3n del Riesgo de Desastres (UNGRD) Olmedo de Jes\u00fas L\u00f3pez Mart\u00ednez<\/strong>; y de 20 al&nbsp;<strong>exsubdirector de Manejo de Desastres, Sneyder Augusto Pinilla&nbsp;<\/strong>\u00c1lvarez, por el pago de<strong>&nbsp;sobrecostos en la adquisici\u00f3n de 40 carrotanques que ser\u00edan destinados para el abastecimiento de agua potable en el departamento de La Guajira<\/strong>.<\/p>\n\n\n\n<p>La Delegada Disciplinaria de Juzgamiento 1 encontr\u00f3 probado que conforme al primer cargo proferido los entonces funcionarios participaron en la actividad contractual en detrimento del patrimonio p\u00fablico, al&nbsp;<strong>adquirir los veh\u00edculos pagando sobrecostos que superaron los $ 16 mil millones,&nbsp;<\/strong><strong>que equivalieron a m\u00e1s del 54 % con respecto a los precios reales del mercado y de m\u00e1s de $ 412 millones por cada uno de los carrotanques.&nbsp;&nbsp;<\/strong><\/p>\n\n\n\n<p>El ente de control resalt\u00f3 que en el caso del&nbsp;<strong>ex director Olmedo L\u00f3pez&nbsp; se confirm\u00f3 su participaci\u00f3n en la actividad contractual en detrimento del patrimonio p\u00fablico<\/strong>&nbsp;al suscribir la ratificaci\u00f3n de la orden de proveedur\u00eda, estructurada y elaborada por Pinilla, y&nbsp;<strong>autorizar el pago de recursos al contratista, con lo que se afect\u00f3 el patrimonio p\u00fablico.<\/strong><\/p>\n\n\n\n<p>Por su parte, ratific\u00f3 que el exsubdirector<strong> Sneyder Pinilla tambi\u00e9n particip\u00f3 en la gesti\u00f3n del negocio jur\u00eddico&nbsp;<\/strong>suscrito para la&nbsp;<strong>compra de los veh\u00edculos y omiti\u00f3 el hecho de que las tres cotizaciones recibidas superaban ampliamente el precio real del mercado y aval\u00f3 el pago de los valores sin tener en cuenta los evidentes sobrecostos.<\/strong><\/p>\n\n\n\n<p>La Procuradur\u00eda sostuvo que con respecto al segundo cargo formulado contra Pinilla \u00c1lvarez este&nbsp;<strong>certific\u00f3 haber recibido a satisfacci\u00f3n los 40 veh\u00edculos adquiridos, sin que el contratista ejecutara a cabalidad el bilateral, ya que los mismos no fueron utilizados para los fines previstos,&nbsp;<\/strong>esto es la respuesta humanitaria declarada mediante el Decreto 2113 de 2022, con el prop\u00f3sito de&nbsp;<strong>abastecer de agua a la comunidad de La Guajira.<\/strong><\/p>\n\n\n\n<p>En el mismo sentido adujo que con su comportamiento los disciplinados desconocieron los principios de moralidad, eficacia y econom\u00eda que rigen la funci\u00f3n p\u00fablica, por lo que calific\u00f3 de manera definitiva las conductas en que incurrieron como&nbsp;<strong>faltas grav\u00edsimas cometidas a t\u00edtulo de dolo.<\/strong><\/p>\n\n\n\n<p>Finalmente, la entidad sancion\u00f3 tambi\u00e9n con destituci\u00f3n e inhabilidad general por 10 a\u00f1os al exsubdirector General, V\u00edctor Andr\u00e9s Meza Galv\u00e1n, rubric\u00f3 la ratificaci\u00f3n de orden de proveedur\u00eda para facilitar que la fiduciaria la Previsora efectuara el pago al contratista participando as\u00ed en la actividad contractual en detrimento del patrimonio p\u00fablico. El comportamiento irregular reprochado a Meza Galv\u00e1n se calific\u00f3 como falta grav\u00edsima cometida a t\u00edtulo de culpa grav\u00edsima por desatenci\u00f3n elemental de sus deberes como
