La iniciativa, liderada por la representante huilense Leyla Rinc\u00f3n Trujillo, busca reducir la vulnerabilidad y prevenir riesgos asociados al cambio clim\u00e1tico.<\/p>\n\n\n\n<p>Con esta nueva legislaci\u00f3n, los humedales ser\u00e1n reconocidos como ecosistemas esenciales para la regulaci\u00f3n del agua y la biodiversidad. Adem\u00e1s, permitir\u00e1 que alcald\u00edas, gobernaciones y el Gobierno Nacional gestionen recursos t\u00e9cnicos y financieros para prevenir inundaciones, promover la resiliencia en las cuencas hidrogr\u00e1ficas y colaborar con las entidades del SNGRD.<\/p>\n\n\n\n<p>Rinc\u00f3n destac\u00f3 que la aprobaci\u00f3n un\u00e1nime en C\u00e1mara y Senado demuestra la capacidad del Congreso para avanzar en leyes ambientales \u00fatiles y consensuadas. \u201cEs hora de los humedales\u201d, afirm\u00f3, al recordar que Colombia alberga el 60% de los p\u00e1ramos del mundo y m\u00e1s de 31 mil humedales, clave para los ciclos del agua y la vida.<\/p>\n\n\n\n<p>Entre los puntos clave de la ley se incluyen la integraci\u00f3n de los humedales en los planes de ordenamiento territorial, el uso de modelaci\u00f3n ecohidrol\u00f3gica para evaluar su vulnerabilidad, el control de actividades urban\u00edsticas que los afecten y la priorizaci\u00f3n de intervenciones en zonas expuestas a eventos clim\u00e1ticos extremos.<\/p>\n\n\n\n<p>Tras su sanci\u00f3n presidencial, el Ministerio de Ambiente tendr\u00e1 un plazo de un a\u00f1o para implementar los mecanismos necesarios que garanticen su aplicaci\u00f3n efectiva.
