Aunque el proceso estuvo marcado por tensiones y desacuerdos sobre varios art\u00edculos, el proyecto logr\u00f3 ser aprobado y ahora avanza hacia sanci\u00f3n presidencial.<\/p>\n\n\n\n<p>La iniciativa fue impulsada por la Representante a la C\u00e1mara Carolina Giraldo Botero y la Senadora Esmeralda Hern\u00e1ndez, quienes destacaron su importancia para la conservaci\u00f3n del agua, la biodiversidad y la vida. \u201cCon esta ley, el Congreso le dice al pa\u00eds que el agua, la vida y la biodiversidad son una prioridad\u201d, expres\u00f3 Giraldo durante la plenaria.<\/p>\n\n\n\n<p>El texto de la ley contempla desde la clasificaci\u00f3n t\u00e9cnica y monitoreo cient\u00edfico de los humedales hasta la creaci\u00f3n de inventarios p\u00fablicos, planes de acci\u00f3n, procesos de educaci\u00f3n ambiental y mecanismos para promover la participaci\u00f3n ciudadana en su protecci\u00f3n.<\/p>\n\n\n\n<p>Giraldo tambi\u00e9n reconoci\u00f3 al exconcejal Carlos Montes, de Santa Rosa de Cabal (Risaralda), como el inspirador del proyecto. Seg\u00fan relat\u00f3, la iniciativa surgi\u00f3 a partir de una propuesta local que detect\u00f3 falencias en la normativa vigente y busc\u00f3 llevarlas al \u00e1mbito nacional para garantizar una protecci\u00f3n m\u00e1s robusta.<\/p>\n\n\n\n<p>Uno de los aspectos centrales de la nueva legislaci\u00f3n es el fortalecimiento de la gobernanza participativa, mediante la promoci\u00f3n de veedur\u00edas ciudadanas y el liderazgo comunitario, incluyendo a grupos \u00e9tnicos, en la protecci\u00f3n de estos ecosistemas estrat\u00e9gicos.<\/p>\n\n\n\n<p>Ahora, el proyecto espera la sanci\u00f3n presidencial para convertirse en ley.
