Esta herramienta, aprobada mediante la Resoluci\u00f3n 1840 de 2025, busca regular el uso de la fuerza conforme a los derechos humanos y los est\u00e1ndares internacionales.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">El documento fue elaborado con la participaci\u00f3n de la Polic\u00eda Nacional, la ONU, organizaciones de la sociedad civil y defensores de derechos humanos, lo que lo convierte en un hito dentro del compromiso del Gobierno por mejorar el servicio policial y garantizar la protecci\u00f3n ciudadana.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Seg\u00fan sus creadores, el manual no limita las capacidades de intervenci\u00f3n de la Fuerza P\u00fablica, sino que brinda mayor <strong>seguridad jur\u00eddica<\/strong> al uso de armas y dispositivos, estableciendo criterios claros de actuaci\u00f3n en el marco de la legalidad y la proporcionalidad.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">El texto prioriza el uso de medios sustitutivos como la <strong>disuasi\u00f3n verbal o no verbal, el di\u00e1logo, la comunicaci\u00f3n asertiva y la mediaci\u00f3n<\/strong>, antes de recurrir a cualquier forma de fuerza f\u00edsica.
