{"id":86132,"date":"2025-07-30T13:19:19","date_gmt":"2025-07-30T18:19:19","guid":{"rendered":"https:\/\/luchonoticias.com\/?p=86132"},"modified":"2025-07-30T13:19:23","modified_gmt":"2025-07-30T18:19:23","slug":"procuraduria-investiga-a-canciller-e","status":"publish","type":"post","link":"https:\/\/luchonoticias.com\/editor\/procuraduria-investiga-a-canciller-e\/","title":{"rendered":"Procuradur\u00eda investiga a canciller (e)"},"content":{"rendered":"\n<p>La Procuradur\u00eda General de la Naci\u00f3n abri\u00f3 una investigaci\u00f3n disciplinaria contra la canciller encargada, Rosa Yolanda Villavicencio Mapy, por presuntas irregularidades en la firma de un convenio entre el Ministerio de Relaciones Exteriores y la Imprenta Nacional de Colombia para la producci\u00f3n de pasaportes.<\/p>\n\n\n\n<p>La medida tambi\u00e9n involucra a Alba Liliana Le\u00f3n Herrera, gerente de la Imprenta Nacional, y a Elvira de las Mercedes Sanabria Salazar, secretaria general encargada de la Canciller\u00eda, quienes participaron en la suscripci\u00f3n del acuerdo firmado el pasado 18 de julio.<\/p>\n\n\n\n<p>Seg\u00fan el Ministerio P\u00fablico, el convenio interadministrativo podr\u00eda haber vulnerado los principios de planeaci\u00f3n y econom\u00eda de la contrataci\u00f3n estatal, ya que se habr\u00edan omitido los documentos y estudios previos que justificaran su celebraci\u00f3n.<\/p>\n\n\n\n<p>El ente de control adem\u00e1s advirti\u00f3 que no se encontr\u00f3 el acto administrativo que delegara en la secretaria general encargada de la Canciller\u00eda la facultad para firmar el convenio con la Imprenta Nacional, lo que podr\u00eda configurar otra irregularidad.<\/p>\n\n\n\n<p>La Procuradur\u00eda indic\u00f3 que las fallas detectadas en la planeaci\u00f3n del nuevo esquema de suministro de pasaportes evidencian posibles omisiones de los funcionarios en el cumplimiento de los principios que rigen la contrataci\u00f3n estatal y la funci\u00f3n administrativa.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>La Procuradur\u00eda General de la Naci\u00f3n abri\u00f3 una investigaci\u00f3n disciplinaria contra la canciller encargada, Rosa Yolanda Villavicencio Mapy, por presuntas irregularidades en la firma de un convenio entre el Ministerio de Relaciones Exteriores y la Imprenta Nacional de Colombia para la producci\u00f3n de pasaportes.
