El fallo en segunda instancia se bas\u00f3 en grabaciones en las que el entonces candidato aparec\u00eda junto a aspirantes al concejo de diferentes movimientos pol\u00edticos a Justa Libres, colectividad que lo aval\u00f3.<\/p>\n\n\n\n<p>Con la decisi\u00f3n, Beltr\u00e1n debe apartarse del cargo y la ciudad deber\u00e1 afrontar elecciones at\u00edpicas, las primeras en su historia desde que se instaur\u00f3 la elecci\u00f3n popular de alcaldes. Hasta entonces, se nombrar\u00e1 un mandatario encargado para garantizar la continuidad de la administraci\u00f3n local.<\/p>\n\n\n\n<p>La demanda contra la elecci\u00f3n de Beltr\u00e1n fue presentada inicialmente ante el Tribunal Administrativo de Santander por el abogado Juan Nicol\u00e1s G\u00f3mez y respaldada por otras figuras pol\u00edticas, entre ellas el senador del Partido Verde, Fabi\u00e1n D\u00edaz. El proceso avanz\u00f3 hasta llegar al Consejo de Estado, que ratific\u00f3 la nulidad de su elecci\u00f3n.<\/p>\n\n\n\n<p>Jaime Andr\u00e9s Beltr\u00e1n, pastor cristiano de 45 a\u00f1os y comunicador social de la Universidad Aut\u00f3noma de Bucaramanga, fue concejal en tres oportunidades y ya hab\u00eda aspirado a la alcald\u00eda en elecciones anteriores. Est\u00e1 casado con Paula Ram\u00edrez y es padre de dos ni\u00f1as.<\/p>\n\n\n\n<p>Tras el fallo, el gobernador de Santander, Juvenal D\u00edaz Mateus, deber\u00e1 nombrar un alcalde encargado mientras los partidos Justa Libres y de la U presentan una terna.
