El Huila decidi\u00f3 alzar la voz frente a uno de los flagelos que m\u00e1s golpea a sus comunidades: el reclutamiento de ni\u00f1os, ni\u00f1as y adolescentes por parte de grupos armados. Con la expedici\u00f3n del decreto 219 de 2025, la Gobernaci\u00f3n instal\u00f3 oficialmente el Comit\u00e9 Departamental de Prevenci\u00f3n del Reclutamiento, Utilizaci\u00f3n, Uso y Violencia Sexual (PRUUVS), convirti\u00e9ndose en uno de los primeros departamentos en contar con una pol\u00edtica p\u00fablica espec\u00edfica para este tema.<\/p>\n\n\n\n

En el marco de la instalaci\u00f3n, se present\u00f3 la campa\u00f1a \u201cSomos Grandes. En el Huila, el miedo no manda\u201d<\/em>, una estrategia que busca empoderar a las comunidades y fortalecer la protecci\u00f3n de la ni\u00f1ez. La jornada reuni\u00f3 a delegados de la ONU, el ICBF, la Consejer\u00eda Presidencial en Derechos Humanos, el Ministerio P\u00fablico, alcaldes y secretar\u00edas departamentales, quienes ratificaron su compromiso de trabajar unidos frente a esta problem\u00e1tica.<\/p>\n\n\n\n

El gobernador Rodrigo Villalba Mosquera fue claro en su mensaje: \u201cEl Huila ocupa el quinto lugar en el pa\u00eds con mayor n\u00famero de casos de reclutamiento infantil, y no podemos permitir que esa cifra crezca. Este comit\u00e9 es nuestra respuesta: un espacio de articulaci\u00f3n para garantizar entornos protectores en las zonas m\u00e1s golpeadas por la violencia\u201d.<\/p>\n\n\n\n

El plan de acci\u00f3n del Comit\u00e9 PRUUVS contempla 55 medidas agrupadas en cuatro l\u00edneas estrat\u00e9gicas, que incluyen programas deportivos y culturales, proyectos educativos y productivos, brigadas de salud y acompa\u00f1amiento psicosocial. Iniciativas como Escuelas Seguras y Protegidas<\/em> y el mejoramiento de infraestructura educativa buscan blindar los territorios m\u00e1s vulnerables, entre ellos La Plata, \u00cdquira, Algeciras y Pitalito.<\/p>\n\n\n\n

Villalba tambi\u00e9n hizo un llamado a las familias y comunidades para no guardar silencio frente a esta situaci\u00f3n. \u201cHoy se han identificado m\u00e1s de 40 casos, pero sabemos que son muchos m\u00e1s. Necesitamos la voz de los padres y de la ciudadan\u00eda para denunciar y romper el c\u00edrculo del miedo. La protecci\u00f3n de los menores debe ser un compromiso colectivo\u201d, expres\u00f3.<\/p>\n\n\n\n

La instalaci\u00f3n de este Comit\u00e9 marca un hito en la defensa de los derechos de la ni\u00f1ez en el Huila y abre una ruta de acci\u00f3n concreta para enfrentar un problema que trasciende fronteras regionales.
