El documento, de 554 p\u00e1ginas, fue presentado por los magistrados Benjam\u00edn Ortiz y \u00c1lvaro Hern\u00e1n Prada.<\/p>\n\n\n\n<p>De acuerdo con la investigaci\u00f3n, la campa\u00f1a presidencial habr\u00eda excedido en m\u00e1s de 3.500 millones de pesos los l\u00edmites de ingresos y gastos durante la primera y la segunda vuelta. La ponencia pide sancionar a Ricardo Roa, actual presidente de Ecopetrol y entonces gerente de campa\u00f1a; a Lucy Aydee Mogoll\u00f3n, tesorera; y a Mar\u00eda Lucy Soto, auditora.<\/p>\n\n\n\n<p>El texto tambi\u00e9n contempla sanciones econ\u00f3micas para los partidos Uni\u00f3n Patri\u00f3tica y Colombia Humana, por una suma de <strong>583 millones de pesos<\/strong>, al considerar que violaron o toleraron la vulneraci\u00f3n de topes electorales y permitieron financiaci\u00f3n prohibida. La multa, seg\u00fan el CNE, deber\u00eda descontarse de los recursos de financiaci\u00f3n estatal que reciben estas colectividades.<\/p>\n\n\n\n<p>En el caso de Ricardo Roa, los magistrados plantean que devuelva <strong>165 millones de pesos<\/strong>, correspondientes al pago de un evento realizado en el Movistar Arena el 19 de junio de 2022. Adem\u00e1s, solicitan compulsar copias a la Fiscal\u00eda General de la Naci\u00f3n para que se investiguen posibles conductas relacionadas con financiaci\u00f3n irregular de campa\u00f1as, violaci\u00f3n de topes y fraude procesal.<\/p>\n\n\n\n<p>El proceso ahora deber\u00e1 pasar a la Sala Plena del CNE, que tendr\u00e1 un plazo de dos semanas para definir si acoge o no la ponencia. La decisi\u00f3n requerir\u00e1 al menos seis votos a favor.
