La iniciativa fue presentada en la C\u00e1mara de Representantes por el Gobierno Nacional y responde a los retos que plantea la econom\u00eda digital y el desarrollo tecnol\u00f3gico.<\/p>\n\n\n\n<p>El proyecto es producto del trabajo articulado entre la Superintendencia de Industria y Comercio (SIC), el Ministerio de Ciencia, Tecnolog\u00eda e Innovaci\u00f3n (MinCiencias) y la Procuradur\u00eda General de la Naci\u00f3n. Fue radicado por las ministras Yesenia Olaya y Diana Marcela Morales, junto con la superintendente Cielo Rusinque.<\/p>\n\n\n\n<p>La propuesta recoge aprendizajes de m\u00e1s de diez a\u00f1os de aplicaci\u00f3n de la actual normativa, la jurisprudencia de la Corte Constitucional y est\u00e1ndares internacionales como el Reglamento General de Protecci\u00f3n de Datos de la Uni\u00f3n Europea (RGPD) y la Ley General de Brasil (LGPD). Su objetivo no es crear un nuevo marco regulatorio, sino reforzar la confianza ciudadana e incentivar la innovaci\u00f3n.<\/p>\n\n\n\n<p>Entre los cambios se destacan la ampliaci\u00f3n del \u00e1mbito de aplicaci\u00f3n, la incorporaci\u00f3n de principios como la responsabilidad demostrada, la regulaci\u00f3n de tecnolog\u00edas emergentes, sanciones m\u00e1s severas y mayores facultades a la SIC y a la Procuradur\u00eda. Tambi\u00e9n se incluyen medidas reforzadas para la protecci\u00f3n de ni\u00f1os, ni\u00f1as y adolescentes.<\/p>\n\n\n\n<p>La superintendente Cielo Rusinque afirm\u00f3 que esta actualizaci\u00f3n permitir\u00e1 establecer reglas claras y atraer inversi\u00f3n en un entorno cada vez m\u00e1s digital.
