El mandatario se\u00f1al\u00f3 que los campesinos deben acceder a los mecanismos de participaci\u00f3n que contempla la Constituci\u00f3n y plante\u00f3 que el pa\u00eds requiere una Asamblea Nacional Constituyente.<\/p>\n\n\n\n<p>Petro cuestion\u00f3 la manera en que se ha aplicado la Constituci\u00f3n de 1991, asegurando que \u201cle hicieron conejo\u201d y que el modelo de Estado social de derecho fue distorsionado por la influencia de la gobernanza paramilitar. Seg\u00fan dijo, esta situaci\u00f3n ha impedido que los proyectos sociales y agrarios se concreten de manera efectiva.<\/p>\n\n\n\n<p>El jefe de Estado subray\u00f3 que la Constituyente no es un recurso de consulta popular, sino un instrumento para darle continuidad al poder popular. En ese sentido, insisti\u00f3 en que la uni\u00f3n de los campesinos y la ciudadan\u00eda ser\u00e1 determinante para impulsar un nuevo pacto social.<\/p>\n\n\n\n<p>\u201cEl poder constituyente no tiene otro camino, es la nueva fase de la lucha popular y del gobierno del cambio.
