El documento incluye 256 recomendaciones a entidades del Estado para superar los rezagos detectados en la implementaci\u00f3n, especialmente en materia de recursos financieros y acceso a tierras.<\/p>\n\n\n\n<p>El informe se\u00f1ala que de los $8,4 billones del Presupuesto General de la Naci\u00f3n destinados al proceso, gran parte no se ha ejecutado, sobre todo en el sector de agricultura y desarrollo rural. Tambi\u00e9n se advierten retrasos en los avances de 321 proyectos financiados con regal\u00edas y en la destinaci\u00f3n de $2,7 billones del Fondo Colombia en Paz.<\/p>\n\n\n\n<p>Uno de los puntos m\u00e1s cr\u00edticos es el acceso a tierras. De la meta de adjudicar tres millones de hect\u00e1reas a campesinos, solo se ha cumplido el 1,19 %. Aunque el Gobierno ha incorporado cerca de 600 mil hect\u00e1reas al Fondo de Tierras, la mayor\u00eda a\u00fan se encuentra bajo figuras provisionales, lo que limita el beneficio real para las comunidades rurales.<\/p>\n\n\n\n<p>No obstante, el documento tambi\u00e9n resalta avances como la consolidaci\u00f3n del Sistema Nacional de Reincorporaci\u00f3n y el marco normativo que reconoce las \u00c1reas Especiales de Reincorporaci\u00f3n para los excombatientes.<\/p>\n\n\n\n<p>La Procuradur\u00eda pidi\u00f3 al Gobierno acelerar la renegociaci\u00f3n de proyectos productivos y la entrega de beneficios del Programa de Sustituci\u00f3n de Cultivos Il\u00edcitos, que involucra a m\u00e1s de 99 mil familias.
