Seg\u00fan el Gobierno, esto es necesario para superar el&nbsp;<strong>\u00abbloqueo institucional\u00bb<\/strong>&nbsp;en el Legislativo, que ha frenado reformas sociales clave, y para fortalecer el Estado social de derecho frente a problemas como la corrupci\u00f3n y la violencia.<\/p>\n\n\n\n<p><strong>As\u00ed funcionar\u00eda la Asamblea:<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Composici\u00f3n:<\/strong>\u00a0Estar\u00eda integrada por\u00a0<strong>71 delegatarios<\/strong>\u00a0elegidos por voto popular.<\/li>\n\n\n\n<li><strong>Facultades del Presidente:<\/strong>\u00a0Gustavo Petro tendr\u00eda\u00a0<strong>facultades extraordinarias por seis meses<\/strong>\u00a0para definir los requisitos de los delegatarios y los grupos de representaci\u00f3n.<\/li>\n\n\n\n<li><strong>L\u00edmites:<\/strong>\u00a0La Asamblea\u00a0<strong>no podr\u00e1 revocar al Congreso<\/strong>\u00a0y deber\u00e1 respetar los tratados internacionales de derechos humanos, el Ius Cogens y el principio de no regresividad en derechos sociales.<\/li>\n\n\n\n<li><strong>Campa\u00f1as:<\/strong>\u00a0Se permitir\u00e1n campa\u00f1as a favor, en contra o por la abstenci\u00f3n, y el Gobierno podr\u00e1 realizar pedagog\u00eda sobre el proceso.<\/li>\n<\/ul>\n\n\n\n<p>El proyecto plantea un debate nacional sobre la necesidad de una nueva Constituci\u00f3n, un tema que promete generar una intensa discusi\u00f3n jur\u00eddica y pol\u00edtica en los pr\u00f3ximos meses.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>El Presidente Gustavo Petro radic\u00f3 ante el Congreso un proyecto de ley que busca convocar a una Asamblea Nacional Constituyente con el objetivo de realizar una&nbsp;\u00abreforma total\u00bb&nbsp;de la Constituci\u00f3n Pol\u00edtica de 1991.
