{"id":90471,"date":"2025-11-18T13:52:08","date_gmt":"2025-11-18T18:52:08","guid":{"rendered":"https:\/\/luchonoticias.com\/?p=90471"},"modified":"2025-11-18T13:52:10","modified_gmt":"2025-11-18T18:52:10","slug":"procuraduria-investigara-a-fuerzas-militares-por-muerte-de-menores","status":"publish","type":"post","link":"https:\/\/luchonoticias.com\/editor\/procuraduria-investigara-a-fuerzas-militares-por-muerte-de-menores\/","title":{"rendered":"Procuradur\u00eda investigar\u00e1 a Fuerzas Militares por muerte de menores"},"content":{"rendered":"\n<p>La Procuradur\u00eda General de la Naci\u00f3n abri\u00f3 <strong>cinco indagaciones preliminares<\/strong> contra las Fuerzas Militares para establecer si en los recientes bombardeos contra las disidencias de alias <em>\u201cIv\u00e1n Mordisco\u201d<\/em>, en los que murieron al menos <strong>15 menores de edad<\/strong>, se vulneraron los protocolos del <strong>Derecho Internacional Humanitario (DIH)<\/strong> y si exist\u00eda conocimiento previo sobre la presencia de ni\u00f1os, ni\u00f1as y adolescentes en los campamentos atacados.<\/p>\n\n\n\n<p>El procurador delegado para los Derechos Humanos explic\u00f3 que las investigaciones buscan determinar si las operaciones se realizaron en el marco de enfrentamientos activos o bajo otras circunstancias, as\u00ed como verificar si era posible prever la presencia de menores en los objetivos militares. \u201cQueremos establecer si se cumpli\u00f3 el principio de precauci\u00f3n que exige evaluar todas las consecuencias de un operativo antes de ejecutarlo\u201d, afirm\u00f3.<\/p>\n\n\n\n<p>Seg\u00fan el funcionario, los procesos permitir\u00e1n determinar si hubo violaci\u00f3n al DIH; de comprobarse, las sanciones disciplinarias ser\u00edan de m\u00e1xima gravedad. En caso contrario, los expedientes ser\u00e1n archivados. Reiter\u00f3 que el Ministerio P\u00fablico actuar\u00e1 con <strong>\u201cimparcialidad, rigor y celeridad\u201d<\/strong>, lamentando que grupos armados sigan utilizando a menores como escudos humanos.<\/p>\n\n\n\n<p>La Procuradur\u00eda record\u00f3 que, en combate directo, los menores reclutados \u2014aunque siguen siendo ni\u00f1os\u2014 pueden adquirir la condici\u00f3n de combatientes, siendo la responsabilidad exclusiva de quienes los reclutan. Sin embargo, en los bombardeos, el an\u00e1lisis es m\u00e1s exigente, pues se debe determinar si hab\u00eda informaci\u00f3n previa sobre su presencia o si era imposible conocerla.<\/p>\n\n\n\n<p>Como parte del proceso, el ente de control orden\u00f3 las <strong>primeras pruebas<\/strong>, entre ellas la solicitud de informes de inteligencia sobre la planeaci\u00f3n de las operaciones, las alternativas consideradas antes del ataque y la informaci\u00f3n disponible al momento de su ejecuci\u00f3n. Tambi\u00e9n enviar\u00e1 comisiones al lugar de los hechos para recolectar testimonios, registros fotogr\u00e1ficos y dem\u00e1s elementos
