Seg\u00fan la funcionaria, se hallaron casos de <strong>omisi\u00f3n de p\u00f3lizas, modificaciones contractuales irregulares, baja ejecuci\u00f3n f\u00edsica frente al avance financiero<\/strong> y priorizaci\u00f3n de obras \u201cno funcionales\u201d.<\/p>\n\n\n\n<p>Rodr\u00edguez indic\u00f3 que de los <strong>$1,1 billones<\/strong> asignados a los proyectos del Fondo, solo se ha ejecutado el <strong>3 %<\/strong>, equivalente a <strong>$170 mil millones<\/strong>. Calific\u00f3 como \u201cuna verg\u00fcenza\u201d la situaci\u00f3n de cuatro contratos suscritos bajo la administraci\u00f3n de <strong>Carlos Carrillo<\/strong>, actual director de la <strong>UNGRD<\/strong>, los cuales presentan <strong>0 % de ejecuci\u00f3n<\/strong>. Entre ellos mencion\u00f3 los proyectos <em>Ruta del Arroz<\/em>, <em>Senderos de la Paz<\/em>, <em>Rehabilitaci\u00f3n Ecol\u00f3gica<\/em> y <em>Bienes P\u00fablicos Populares<\/em>.<\/p>\n\n\n\n<p>La funcionaria tambi\u00e9n cuestion\u00f3 la creaci\u00f3n de la aplicaci\u00f3n <em>La Mojan\u00eda<\/em>, desarrollada bajo la gesti\u00f3n de <strong>Helga Rivas<\/strong> y <strong>Carlos Carrillo<\/strong>, que no registra avances y podr\u00eda implicar un riesgo de <strong>colapso financiero<\/strong>. Asimismo, denunci\u00f3 un presunto sobrecosto en el <strong>arrendamiento de la sede del Fondo<\/strong>, que pas\u00f3 de <strong>$94,9 millones a $214 millones<\/strong> mensuales sin justificaci\u00f3n t\u00e9cnica ni presupuestal.<\/p>\n\n\n\n<p>Rodr\u00edguez fue m\u00e1s all\u00e1 al afirmar que <strong>Carrillo podr\u00eda estar vinculado al asalto intimidatorio ocurrido en la vivienda de su familia<\/strong>, ubicada en el suroriente de Bogot\u00e1, aunque no present\u00f3 pruebas que sustenten esta acusaci\u00f3n.<\/p>\n\n\n\n<p>En respuesta, <strong>Carlos Carrillo<\/strong> sostuvo que los contratos se\u00f1alados ya hab\u00edan sido advertidos por su administraci\u00f3n y se encuentran en manos de los organismos de control. A\u00f1adi\u00f3 que el contrato de consultor\u00eda del proyecto <em>Din\u00e1micas H\u00eddricas en La Mojana<\/em>, por <strong>$56 mil millones<\/strong>, fue declarado desierto ante alertas de presunto favorecimiento y corrupci\u00f3n.
