El organismo de control ampli\u00f3 su llamado al <strong>Ministerio de Salud y Protecci\u00f3n Social<\/strong>, se\u00f1alando fallas estructurales en la distribuci\u00f3n y pago de los recursos.<\/p>\n\n\n\n<p>Seg\u00fan el m\u00e1s reciente informe, aunque el <strong>giro directo de la Adres<\/strong> aument\u00f3 un <strong>27,2 %<\/strong>, las deudas con los hospitales p\u00fablicos crecieron a un ritmo acelerado, pasando de <strong>$12,5 billones en 2024<\/strong> a <strong>$16,28 billones<\/strong> entre enero y septiembre de 2025, lo que representa un incremento cercano al <strong>30 % en solo nueve meses<\/strong>.<\/p>\n\n\n\n<p>El ente de control advirti\u00f3 que persisten los <strong>pagos parciales, tard\u00edos o inexistentes<\/strong> por parte de las EPS \u2014incluidas las intervenidas\u2014 frente a los servicios financiados con la UPC. Esto demuestra, seg\u00fan la Contralor\u00eda, que las medidas adoptadas por la <strong>Superintendencia Nacional de Salud<\/strong> han sido insuficientes e ineficaces, generando riesgo de p\u00e9rdida de recursos p\u00fablicos.<\/p>\n\n\n\n<p>El informe tambi\u00e9n evidencia una <strong>distribuci\u00f3n desigual<\/strong> de los recursos: en 2025, los <strong>prestadores privados<\/strong> recibieron el <strong>67,7 % del giro directo<\/strong>, mientras que los <strong>hospitales p\u00fablicos<\/strong> solo accedieron al <strong>23,2 %<\/strong>, lo que profundiza la asfixia financiera de una red que presta servicios en m\u00e1s de <strong>600 municipios<\/strong>, especialmente en zonas rurales y apartadas.<\/p>\n\n\n\n<p>Adem\u00e1s, la Contralor\u00eda expres\u00f3 su preocupaci\u00f3n por la <strong>Nueva EPS<\/strong>, que no presenta estados financieros desde 2023, y record\u00f3 que existen <strong>recursos de presupuestos m\u00e1ximos<\/strong> disponibles que podr\u00edan aliviar la crisis si se giran a las IPS, especialmente a las de baja complejidad.
