{"id":93797,"date":"2026-02-12T12:04:09","date_gmt":"2026-02-12T17:04:09","guid":{"rendered":"https:\/\/luchonoticias.com\/editor\/?p=93797"},"modified":"2026-02-12T12:04:10","modified_gmt":"2026-02-12T17:04:10","slug":"incremento-de-contratos-previos-a-la-ley-de-garantias","status":"publish","type":"post","link":"https:\/\/luchonoticias.com\/editor\/incremento-de-contratos-previos-a-la-ley-de-garantias\/","title":{"rendered":"Incremento de contratos previos a la Ley de Garant\u00edas"},"content":{"rendered":"\n<p>La <strong>Contralor\u00eda General de la Rep\u00fablica<\/strong> encendi\u00f3 las alarmas tras detectar un <strong>incremento masivo en la contrataci\u00f3n estatal<\/strong> durante enero de 2026, justo antes de la entrada en vigor de la <strong>Ley de Garant\u00edas<\/strong>, que restringe la contrataci\u00f3n directa en tiempos preelectorales.<\/p>\n\n\n\n<p>De acuerdo con un informe de la <strong>Direcci\u00f3n de Informaci\u00f3n, An\u00e1lisis y Reacci\u00f3n Inmediata (Diari)<\/strong>, el <strong>Gobierno Nacional<\/strong> suscribi\u00f3 entre el <strong>1 y el 30 de enero<\/strong> un total de <strong>521.269 contratos<\/strong>, por un valor que asciende a <strong>32,88 billones de pesos<\/strong>. Seg\u00fan <strong>Andr\u00e9s Felipe Cifuentes<\/strong>, director de la Diari, lo m\u00e1s preocupante es la <strong>concentraci\u00f3n del gasto en un periodo muy corto<\/strong>: el <strong>45% de los contratos se firm\u00f3 en la \u00faltima semana del mes<\/strong>, alcanzando un pico el <strong>30 de enero<\/strong>, cuando se registraron compromisos por <strong>5,7 billones de pesos en un solo d\u00eda<\/strong>.<\/p>\n\n\n\n<h4 class=\"wp-block-heading\"><strong>Predominio de las \u00f3rdenes de prestaci\u00f3n de servicios<\/strong><\/h4>\n\n\n\n<p>El an\u00e1lisis revela que las <strong>\u00f3rdenes de prestaci\u00f3n de servicios (OPS)<\/strong> representan la mayor parte de la contrataci\u00f3n. De los recursos totales, <strong>22,34 billones de pesos<\/strong> corresponden a esta modalidad, lo que equivale a <strong>m\u00e1s de 501.000 \u00f3rdenes<\/strong> emitidas.<\/p>\n\n\n\n<p>Cifuentes destac\u00f3 que esto supone un <strong>aumento del 5%<\/strong> frente al mismo periodo de 2022, antes de la anterior Ley de Garant\u00edas, lo que evidencia una <strong>tendencia creciente a concentrar la vinculaci\u00f3n de contratistas<\/strong> antes de las restricciones electorales.<\/p>\n\n\n\n<h4 class=\"wp-block-heading\"><strong>Sectores con mayor concentraci\u00f3n de recursos<\/strong><\/h4>\n\n\n\n<p>El informe de la Diari identifica los sectores donde m\u00e1s se movieron los recursos p\u00fablicos. El de <strong>Inclusi\u00f3n Social<\/strong> lidera con <strong>16 billones de pesos<\/strong> contratados, seguido por <strong>Minas y Energ\u00eda, Salud y Trabajo<\/strong>, con montos que oscilan entre <strong>5 y 8 billones de pesos<\/strong>.<\/p>\n\n\n\n<h4 class=\"wp-block-heading\"><strong>Alertas preventivas<\/strong><\/h4>\n\n\n\n<p>Aunque la Contralor\u00eda no atribuy\u00f3 directamente el incremento a fines electorales, Cifuentes se\u00f1al\u00f3 que el objetivo del organismo es <strong>garantizar que los recursos p\u00fablicos no se utilicen con prop\u00f3sitos pol\u00edticos<\/strong>. \u201cEs lo que tenemos que empezar a revisar\u201d, afirm\u00f3, indicando que ya se emitieron <strong>alertas a las 14 contralor\u00edas delegadas sectoriales<\/strong> para fortalecer la vigilancia y trazabilidad de estos contratos.<\/p>\n\n\n\n<p><\/p>\n","protected":false},"excerpt":{"rendered":"<p>La Contralor\u00eda General de la Rep\u00fablica encendi\u00f3 las alarmas tras detectar un incremento masivo en la contrataci\u00f3n estatal durante enero de 2026, justo antes de la entrada en vigor de la Ley de Garant\u00edas, que restringe la contrataci\u00f3n directa en tiempos preelectorales.
