La medida busca fortalecer la cobertura, cerrar brechas y avanzar en la formalizaci\u00f3n laboral dentro del sector educativo.<\/p>\n\n\n\n<p>La reforma modifica los art\u00edculos 86 y 87 de la norma original, sustituyendo la referencia al <strong>\u00cdndice de Precios al Consumidor (IPC)<\/strong> por el <strong>\u00cdndice de Costos de la Educaci\u00f3n Superior (ICES)<\/strong>, un nuevo par\u00e1metro que permitir\u00e1 aumentar los recursos de manera sostenida y con base en las necesidades reales del sistema educativo.<\/p>\n\n\n\n<p>Durante su intervenci\u00f3n, el mandatario destac\u00f3 que la nueva ley convierte el crecimiento presupuestal en una <strong>pol\u00edtica de Estado<\/strong>, al vincularlo directamente con el <strong>Producto Interno Bruto (PIB)<\/strong>.
