El Huila contin\u00faa avanzando en la implementaci\u00f3n del Reglamento 1115 de la Uni\u00f3n Europea (EUDR), que exige a productos como el caf\u00e9 cumplir con criterios de trazabilidad y cero deforestaci\u00f3n para poder ingresar a ese mercado. Con este objetivo, la Gobernaci\u00f3n del Huila, en articulaci\u00f3n con la Organizaci\u00f3n Internacional del Trabajo (OIT) y la Iniciativa para el Comercio Sostenible (IDH), lider\u00f3 en Neiva un taller para evaluar los avances y desaf\u00edos en la aplicaci\u00f3n de esta normativa.<\/p>\n\n\n\n

El reglamento establece que los productos deben demostrar su origen mediante la geolocalizaci\u00f3n de las fincas y certificar que no provienen de zonas deforestadas despu\u00e9s del 31 de diciembre de 2020. En un departamento con fuerte vocaci\u00f3n cafetera como el Huila, que lidera la producci\u00f3n nacional con m\u00e1s de 2,5 millones de sacos en 2025, este requisito se vuelve clave para mantener su participaci\u00f3n en mercados internacionales.<\/p>\n\n\n\n

Gracias a este liderazgo, el Huila fue seleccionado como departamento piloto para la implementaci\u00f3n de la normativa, lo que lo posiciona como referente para otras regiones productoras del pa\u00eds. En este contexto, el taller permiti\u00f3 identificar el papel de los distintos actores del Comit\u00e9 Regional de la Cadena del Caf\u00e9 y fortalecer la articulaci\u00f3n institucional.<\/p>\n\n\n\n

Durante la jornada se evidenciaron retos importantes, como la dispersi\u00f3n de esfuerzos, especialmente en el sector privado, y los altos niveles de informalidad en la caficultura, lo que dificulta garantizar aspectos relacionados con derechos laborales, condiciones de trabajo y trazabilidad.<\/p>\n\n\n\n

Otro de los puntos clave es la necesidad de llevar la informaci\u00f3n sobre esta regulaci\u00f3n a los caficultores de base, quienes son responsables de la producci\u00f3n primaria. Para ello, se plante\u00f3 la construcci\u00f3n de estrategias que permitan acercar la normativa a las familias rurales y facilitar su implementaci\u00f3n.<\/p>\n\n\n\n

Asimismo, se destac\u00f3 la oportunidad de consolidar una mesa de trabajo que integre a todos los actores de la cadena de valor del caf\u00e9, desde la producci\u00f3n hasta la exportaci\u00f3n, con el fin de impulsar proyectos que fortalezcan el cumplimiento de est\u00e1ndares internacionales y los derechos humanos.<\/p>\n\n\n\n

Aunque el proceso de articulaci\u00f3n representa un desaf\u00edo, desde el Comit\u00e9 Regional de la Cadena del Caf\u00e9 ya se han dado pasos importantes para alinear esfuerzos en torno a una visi\u00f3n com\u00fan. El objetivo es no solo cumplir con las exigencias del mercado europeo, sino tambi\u00e9n mejorar la competitividad del sector, impulsar mejores procesos de comercializaci\u00f3n y elevar la calidad de vida de las familias caficultoras del Huila.<\/p>\n\n\n\n
