Sin embargo, sostiene que se trata de un fen\u00f3meno previsible y no de un hecho sobreviniente, condici\u00f3n necesaria para justificar un estado de excepci\u00f3n.<\/p>\n\n\n\n<p>La Andi argumenta que el Decreto 0150 de 2026 no satisface los criterios constitucionales, ni en el aspecto f\u00e1ctico ni en el juicio de valoraci\u00f3n. Aunque admite que las lluvias han generado p\u00e9rdidas humanas y afectaciones en vivienda, infraestructura, producci\u00f3n agropecuaria y ecosistemas, asegura que estas consecuencias pueden ser atendidas con los mecanismos ordinarios del Estado.<\/p>\n\n\n\n<p>Ahora, la Corte Constitucional deber\u00e1 analizar este y otros conceptos presentados frente a la medida.
