Seg\u00fan Gonz\u00e1lez, este hecho refleja el deterioro sostenido de la seguridad y el fortalecimiento de estructuras armadas ilegales que disputan el control territorial, social y econ\u00f3mico en el norte del Cauca.<\/p>\n\n\n\n<p>De acuerdo con Indepaz, las disidencias de las Farc ser\u00edan las responsables del crimen. El director de la organizaci\u00f3n indic\u00f3 que tres personas fueron asesinadas y abandonadas sobre una v\u00eda p\u00fablica junto a un cartel alusivo a ese grupo armado, en una zona donde las comunidades han denunciado durante a\u00f1os amenazas, presencia armada y violencia sistem\u00e1tica.<\/p>\n\n\n\n<p>Gonz\u00e1lez asegur\u00f3 adem\u00e1s que la situaci\u00f3n ya hab\u00eda sido advertida por la Defensor\u00eda del Pueblo mediante las Alertas Tempranas 013 de 2025 y 036 de 2023, documentos en los que se alertaba sobre enfrentamientos entre estructuras ilegales, imposici\u00f3n de normas de facto y el riesgo permanente para la poblaci\u00f3n civil en Santander de Quilichao.<\/p>\n\n\n\n<p>En esa regi\u00f3n delinquen los frentes Jaime Mart\u00ednez y Dagoberto Ramos, pertenecientes al Bloque Occidental Jacobo Arenas del autodenominado Estado Mayor Central, adem\u00e1s de otras bandas ligadas a econom\u00edas il\u00edcitas.
