{"id":98826,"date":"2026-05-28T06:21:24","date_gmt":"2026-05-28T11:21:24","guid":{"rendered":"https:\/\/luchonoticias.com\/editor\/?p=98826"},"modified":"2026-05-28T06:21:25","modified_gmt":"2026-05-28T11:21:25","slug":"otra-condena-para-ex-alcaldesa-de-neiva","status":"publish","type":"post","link":"https:\/\/luchonoticias.com\/editor\/otra-condena-para-ex-alcaldesa-de-neiva\/","title":{"rendered":"Otra condena para ex alcaldesa de Neiva"},"content":{"rendered":"\n<p>El Juzgado Quinto Penal del Circuito de Neiva conden\u00f3 en primera instancia a la exalcaldesa de Neiva, Cielo Gonz\u00e1lez Villa, y al exgerente de las Empresas P\u00fablicas de Neiva (EPN), John Alexander Ramos Araujo, por el delito de contrato sin cumplimiento de requisitos legales.<\/p>\n\n\n\n<p>La decisi\u00f3n judicial, emitida el pasado 26 de mayo de 2026, est\u00e1 relacionada con presuntas irregularidades en el proceso de licitaci\u00f3n y adjudicaci\u00f3n del contrato para la administraci\u00f3n y operaci\u00f3n de los servicios de agua, alcantarillado y aseo de la capital huilense, adelantado mediante la Resoluci\u00f3n 0549 de noviembre de 2006.<\/p>\n\n\n\n<p>La investigaci\u00f3n se origin\u00f3 tras una denuncia presentada por Jos\u00e9 Bernardo Torres, quien cuestion\u00f3 el proceso contractual que termin\u00f3 favoreciendo a la empresa Operadores de Agua y Energ\u00eda S.A., anteriormente denominada Neptuno S.A. Seg\u00fan el expediente, una de las irregularidades detectadas fue que la compa\u00f1\u00eda no estaba legalmente constituida ante la C\u00e1mara de Comercio al inicio de la licitaci\u00f3n.<\/p>\n\n\n\n<p>El fallo tambi\u00e9n se\u00f1ala que durante el proceso se realizaron seis adendas al pliego de condiciones, modificando requisitos y ampliando plazos que, seg\u00fan la jueza Aurora Alexandra S\u00e1nchez Torres, beneficiaron directamente a la empresa adjudicataria. Asimismo, se advirtieron posteriores cambios en cl\u00e1usulas relacionadas con remuneraci\u00f3n, tiempos de ejecuci\u00f3n y uso de subsidios municipales.<\/p>\n\n\n\n<p>La jueza concluy\u00f3 que exist\u00edan pruebas suficientes para acreditar la responsabilidad penal de los acusados y neg\u00f3 beneficios como la suspensi\u00f3n condicional de la pena y la prisi\u00f3n domiciliaria.
